Mostly inspired from the wizard of oz. So what do you guys think?

First, a 2 HD monkey is Small sized not Medium. The easiest way to creature a flying monkey is to advance the monkey to 2 HD and add the winged creature template from savage species. It does change the creature's Type to Magical Beast so it works with what you already have.

Never seen that template and I'm going for a custom monster. What is particular interest to me is whether the CR is appropriate or too high/low?

Thanks for the feedback and the variant template does look interesting (I'm not a DM though, I just made this for fun)
