I loved the All Hail Megatron 2 parter. I read Infiltration from the beginning...it was only ok.

Are there any surrounding issues that need to be read for Hial Megatron? or is it strictly the two parts that are needed?

Now that I think about it, I might not have been entirely clear. It's 2 Trade paperbacks, not just a 2 issue 2 parter. If you grab the two trades you'll have all you need. They allude to backstory throughout the issue, but you don't need it. I hadn't read the backstory and still though it was great.
