Oh come on, lots of harem anime doesn't involve (exclusively) warrior women wearing any sort of armor.

Nerdo's beaten me to my first guess, but it might also be Ikki Tousen / Battle Vixens (yes, really), though I'm not sure the characters in that wear armor.

None of the Ikki Tousen screenshots I've seen have involved armor, and only a scant handful have involved weapons. I can also verify that neither appear in the opening sequence - which was all it took to kill any desire I had to see that, based on Romance of the Three Kingdoms or not.
