Panel 2, Erfworld 27: Weird Skulls?

I think those skulls are pets, like hermit crabs. If you look closely, the smaller one has legs like an insect. The larger one has tentacles it's waving about.

What do you think?

Any other ideas?

I think that the skulls are to be worn as freaky croakamancer/torturer helmets, and that these things are just leather straps to don them.
