Q1560: The Zern monster (Monster Manual IV p.195) has "Craft (flesh sculpting)" as a skill. Since the race likes to experiment on other races I assume that's what that is for, my question is if there are any specific rules on how to use this skill? Like, what can it actually do? Assuming the proper tools and facilities, could a Zern character, for example, turn a captured human into a Zern Blade Thrall (same book, right under the Zern entry) with a Craft (flesh sculpting) check?

Q1561a: Could a Pearl of Power grant a Factotum more spells per day for their Acane Dilettante ability?
Q1561b: If not, are there any magic items that a Factotum could use to grant additional uses of spell-like abilities per day, to serve the same purpose?

A Factotum is not a spellcaster, and a Pearl of Power does nothing for someone who is not a spellcaster.

Probably a judgment call, but if so, I think the ability would only function if the arrows were used in melee.

A 1562 No.
An arrow is never a melee weapon; instead, it may merely be used as one in an improvised fashion. Only actual melee weapons may be enhanced with melee weapon special abilities.

Q 1564
Question about templates, creature types and knowledge checks. If a template changes a creature's type (say, a 1/2 Fiend Ogre), is the Knowledge check to identify the creature based on the new type (i.e. Outsider), or a separate check for the template and for the base creature?

Having access to an appropriate library should grant a circumstance bonus to Knowledge checks.
I'm not exactly sure where or if this is explicitly stated in the 3.5 rules, but I do know it's mentioned in the 3.0 book Stronghold Builder's Guide, so it's a reasonable house rule in case it was never printed in a 3.5 book.

Why do books frequently mention the damage multiplier (1 - 1/2) ? (for example, with some natural attacks, you add "(1 - 1/2)" your strength modifier to the damage).
Does it just mean 1/2 ? I have always interpreted it this way, but I keep wondering every time.

Creature type is always the basis for Knowledge checks to determine useful information about a creature. Information beyond simple identification is derived from how much the minimum DC is exceeded, with one extra bit of information for every extra 5 points.
A 1567
"1-1/2" is a fixed size type representation of "1½"; it's not an arithmetic subtraction, but rather the "-" is necessary punctuation to represent a "mixed number" (AKA "compound fraction") compounded from the integer "1" and the fraction "1/2". There are no actual spaces as in your example ("1 - 1/2").

Gray and wild elves do their modifications when it comes to the original race ( high elves or rather the +2 dex and - 2 con ) in accordance to their entries ( seperate from environmental and elemental variants ). The examples presented for fire elf, aquatic elf, etc. in the SRD and UA assume the standard race. If applying the fire elf, etc. to something something like the gray or jungle, one must adapt the +2 dex -2 con to the 'new race'. In both UA and the SRD, both environmental and elemental make mention that adjustments replace the standard race ( remember you have to adapt ). The case of fire for elves, you would add 2 int and minus 2 charisma. The key word in the 'general rules' part before the listings is supercede. UA page 15 sentence right after mentioning this gives mention of a water halfling as an example.

q 1568 are there any feats that let you cast from scrolls more quickly/apply metamagics or otherwise improve the use of scrolls? if so would they apply to the Etch Rune feat?

A 1568 No, and no.
While you can scribe a metamagic-augmented spell, I know of no way you can alter that spell with metamagic after it was scribed. As for Etch Rune (Dragon # 324, page 26), that item creation feat follows a standard formula for time and cost; speeding up use of a scroll would have no impact on Etch Rune's product. Furthermore, Etch Rune, like Scribe Scroll, requires that you know the spell involved; you could not create a rune of a spell you did not know but had available on a scroll.

I do not know if it is explicitly stated anywhere but i think it would give a circumstance bonus similar to having a masterwork piece of equipment only the bonus could very more.
I'm don't think WotC adventure modules count as RAW but there is a decent example in the Expedition to the Demonweb Pits. The library of the Lady in sigil give people who have at least one rank in a knowledge skill a varying circumstance bonus to that skill depending on how common the information is. Bigger bonuses for more common information.
So a library would probably give a circumstance bonus depending on what information it is likely to have and how common that information is.

The rules cover touch spells in regards to holding the touch spell and touching stuff on accident. What about holding the touch spell and an enemy hits you in melee. Does the touch spell discharge on them? Logically, it should, but rules only over the 'you touchy' approach and not the 'touch me if you dare' approach.

Detect thoughts can be used in combination of some things to help provide boosts to checks like disguise if done right. Can't remember the rules for it, but I know that it provides like bonus to either sense motive or something like that on social skills when used in combination.

A 1569: The touch spell would not discharge when the enemy hits you as touch spells specifically require "an attack roll" or a willing recipient to discharge.

Having read the Zern entry twice I can't find any other reference to the skill. By Raw there seems to be no answer, though I would agree with your interpretation. You may want to open a new thread to discuss it though, as this thread is for RAW answers, and the Zern simply lacks RAW.

Aw, that's disappointing. Oh well, I think I will start a new thread as you suggested.
Edit: here's another question about the Zern: Q1572: A Zern's Adaptive Defenses ability states that a Zern is "Immune to all spells and effects that require a fortitude save unless the effect also works on objects or is harmless." What about spells that have Fortitude Partial, or spells that have a fortitude save and another type of save (such as Thunderous Roar). Is the Zern immune to the entire spell, or does it just automatically make its fort saves essentially?
