You know, I wonder if the dentist in this strip isn't the same as the one that filled Argent's teeth.
He does have the same clothes, the same bald head and the same skin color, at the very least.
In fact, looking at it twice, even the backgrounds in both flashbacks have the same color; I think that's intentional to show it's the same Azurite dental practice.

You're right! It can't be a coincidence that the Giant put them in a room with the same colors.

I would say that this is the same dentist in both strips, too.

Yeah, I can't for one minute see why Rich would have him specifically visit Azure City for his dental work if it wasn't meant to be the same dentist.

Tiny error: Bandana is listed as appearing in more than one page of a multipage strip. I've checked the five comics she appears in pretty thoroughly and am fairly sure that is not the case. Change?

Dreadlocks first appeared in 935. I think he's already listed as "...with black skin", but I think the dreadlocks are probably more descriptive.

I think that's more a narrative contrivance than an alteration. We've had voice-overs before -- Elan & Nale early on, for instance.
