How has the truce affected the regular hollows? Many of them must be likely to try to join Toho's faction for protection, meaning a lot more arrancar. Which would mean that after the truce is over, Sereitei might be in bigger trouble than it started in.

I think the truce includes that the hollows under Toho can't attack the mortal world.
Actually that's just an assumption.

I'd say if the hollows are under Toho's control, yes, they're bound by truce. Which of course means if they're running around eating human souls, they're either breaking truce, or independent. Either way, open fodder.:smallamused:

Even if there isn't a provision for that, the truce still won't affect them, as far as eating mortals goes. They keep up their activities in the Mortal World, they die. End of story. If necessary, Siegfried will press all of Japan into service as deputies of 13th Division (whose duties are to scream if attacked, and nothing further) until the truce comes to an end, to be allowed to protect the Mortal World.

It would make sense that an assault on humans would void the protection of the cease fire for the offending character.

I'd say that mere presence in the mortal world doesn't void it, unless it's a continued antagonistic presence; that's probably a case-by-case kind of thing.
So following the 13th squadders and saying "neener neener!" is a bad idea, I'd say.

This is reasonable. However, it's probable that any arrancar who aren't sufficiently stealthy will still be tailed, as long as 13th Division can get away with it.
On another note, I'd like to know: did the Hell Butterflies Daisuke sent inform the Captains of the exact terms of the cease-fire?

That's pretty much how I understood it. Beyond that, I'm sure copies are available at the 1st Division, at the least.

In other news, in case this policy wasn't clear before, all players with 13th Division characters are invited, encouraged, and begged to create and control some of the patrols that are in J-City, along with any other Japanese mortal world regions that ever become relevant.

Sure, it means Hired Assassin, but frankly, that sounds just plain cool.
Also, to this day I am not sure why you went with "Privaron Exequias". Since Privaron means Deprived, which in turns means demotion.

Well, while he can do that, Susaraiyana still probably can't hurt most people in Bankai. "Privaron Exequias" literally means deprived funeral. Considering that they have to do clean up of their kills too, it often means that there is no body for a funeral.
But Sicarios does sound awesome.
Right, Privaron Exequias are now the Sicarios.

I think my issue with it is...you don't have to be uber powerful. Its not a requirment for a character to be able to go toe to toe with the big boy's of the world. There are plenty of people who've played people without bankai or really any major power from the very start of the game. Its ok to play a weaker fighter or heck, a fighter at all.
Also, the power itself is either not as strong as its written, or you the player would have to make sure the character didn't use it to its full potential. Which goes against the whole literary integrity and story > POWER!!!!!!!!! that seems to be a large focus of this game.
