If that had been the case, the entire Starshine family tree, and all the people descended from it, and the parents of those people that are not Starshine, would also be dead. Not quite, the second part only targets the descendants of still living ancestors of the people killed in part one. [can’t link right now]
If Girard and Haley had a common ancestor they would probably have died of old age before Familicide.
This explains why only Girard’s clan and in-laws died and not 90% of mankind.

No, also the parents (and grand-x parents, if still alive) of those killed that are not part of the original bloodline. That's how Penelope died: she's mother to a Draketooth.

Remember, the point of the spell was to make it so that no one is left alive who could claim to be related to the ABD. Given that random Level 1 Commoners don't make claims that they are related to an almighty (overly-inbred) noble of the Deep West, anyone with a commoner ancestor more than 4 or so generations back should be fine.

To be perfectly clear:
The Draketooths died because they were descended froma dragon who was a blood relation to the dragon mother, thus they all shared her blood even though the children of that dragon were most likely dead.
Then the spell climbed up the other branches of the family tree of everyone in the pyramid until it reached the last living ancestors and killed everybody descended from those. Therefore, had Penelope have another child, with Tarquin, she and that child would have died, but Tarquin Elan, Nale and Anel would be safe, as would their mother.
An interesting question would be wether the undead count as living ancestors and wether the spell would kill them. If it does, I guess it's lucky none of the draketooths were descended from a millenia-old lich.

Actually, the spell does target corpses (but doesn't include them as things to chain off of), but the spell deals Negative energy as its final attack (deals several rounds of 900d20+x damage in many elements, modes and types of damage), which means that if the target was already dead...well, long story short there are a LOT of undead in comparison to pre-Familicide due to a glitch in the rulebook.

I can see how the spell would target corpses insofar as it's necessary to determine remaining living targets and then killing them, but where are you getting these numbers from? As far as I recall, the only thing we know about familicide is what V gleaned from having Haerta's soul splice, which was limited to the bare-bones description we've been working with.
And I'm pretty confident there's no relation between the Draketooths and the Starshines. They live on seperate continents, and we've seen flashbacks that prove Ian raised Haley at multiple points. That, and the Draketooths were pretty efficient at taking the children of their eloped romances with them to their isolated lifestyle in the Windy Canyon.

It is difficult to recognize sarcasm on the internet because you are missing two things present in physical interactions that assist in such recognition.
1) An enormous number of subtleties of body language and tone that indicate that the other party isn't serious, even a deadpan delivery isn't really the same as normal speech.
2) A reasonable assumption that the other party is sane.
