Jade shrugs
"Hey, I'm fine with it. No deaths, no one getting displaced, no needing to resort to a fight. I call that a win for everyone involved. I was doing everything I can to try and make sure killing her was my last resort. Even Mafuba was something I was going to try first."
"What were you doing before this?"
"Ah, just preparing to go do something about a bunch of bio-androids."
"You mean like that Oxyribo person? Theres more of those? Kais help us all....should I come and help?"
Jade? No! Flake was supposed to be Madam Not Appearing This Arc! I, the narrator already have enough characters on my plate as it is-
"Sure, why not we could use all the help we can get."
DARN IT! The Narrator hates you Jade! The Narrative shall get you for this.
"By the way your Cosplay transformation.....now that I think about it, isn't it similar to our bio-armor transformation just more mystical?"
"Huh....I guess that makes sense....never thought about it that way...."

Flake raises an eyebrow as they begin flying away

"As. A. Last. Resort. That is as far as it goes from being easily ready. And of course you mean something to me, but you remember how I made a deal with Apfel about how I'D kill him if he ever gone crazy with power? Yeah, I'd do the same if it was Oxyribo, Luxana, Max or any other person who goes mad with power and starts blowing planets or starts killing people or stupid things like that. Like it or not, the fact that people, even my friends can be corrupted by all this power we have means potentially everyone with our level of ki powers is a danger to planets, the galaxy, perhaps eventually the Universe on some level. Your no exception to that. The only difference is the personality involved.
and guess what? all these people? all these innocents, the universe? they're bigger than me. My mistakes could've resulted in this planet being destroyed and that would impact so many lives even if they lived, for all I know, an arcosian might've decided to blow up Planet Hailing or Nyagato in revenge or a retaliatory strike and we'd have two or three planets destroyed, things like that I can't let happen. Especially not because of my failure to you. Sure we have Dragon Balls, but those are only a cure thing, and an ounce of prevention is worth a pound of cure. Better than we stop something like that from happening in the first place.
I was keen on leaving you alone and letting you emotionally sort this all out- until you came to planet Arcos and started involving all these other people who have nothing to do with our quarrel. That changed the situation. It was no longer something between me and you, but something that impacts billions of lives because I made the wrong decisions. I had to stop it from going out of control, one way or another. I'm just glad that it didn't have to come to the worst solution. Again, I had the other solutions all lined up, and the mafuba to imprison you in for however long Hailing's sentence takes then release you to present him free and resurrected or however we solve it with the Dragon Balls then you could both be hedonists in whatever strange future we end up in. Killing you was only if I had no other choice because I would've exhausted all the rest."
She turns around and whispers in Vodkana's ear
"Its honestly kind of stressful, looking at all your friends and family, knowing that they might snap someday and I might have to restrain or even put them down. Constantly keeping in mind that my personal issues could easily impact people who don't deserve to be involved. thats the curse of a ki fighters existence: you either have to always be in control.....or the bodies and dead planets-"
She points at Hailing as she says this.

Any outburst, any loss of control could be a potential dead planet if goes too out of control, the only sane option is to assume the worst and that it will and therefore use any measure, nonlethal or lethal to make sure it doesn't, even for yourself. You feel sad that you might've gotten killed, I get that, its kind of distressing. Imagine how I feel that people I know might have to die by my hand....and I can't even express it. Because that would be a loss of control and thus potentially lead to me destroying a planet without me meaning to. It never stops hurting. Its just contained where it won't hurt anyone else."
You hear her say this in the same stoic tone she has always said everything. You realize even now, she's controlling herself: she simply does not have the luxury of expressing her emotions like a normal person.
She pulls away out of the whisper.
"but don't dwell on any of that. You got a way to be happy without ruining so many peoples lives. Enjoy it. No seriously, be happy, make every a good one. Me? I have to go straight back into this kind of horrific nonsense all over again and make sure an unknown number of Bio-Androids all younger and more emotionally unstable than you, don't blow up even more planets. Cya."
She turns to leave.

I don't see a problem with it. Hailing sided with 23 on this one. We are all annihilation-level energy users. If any of us ever went crazy, or succumbed to mind-control, we should have a plan to protect ourselves and those we care about. Even when I was Emperor, I had plans to neutralize Asalute, Apfel, and Blizzan should they go renegade, or in Apfel's case, overtly renegade. In retrospect, having a plan to neutralize me would have been useful, too.
Blizzan's weaknesses were psychological. Directing him towards an empty world under false pretenses of glorious war, then neutralizing his means of FTL travel, would keep him isolated until he would simply starve to death, as the nearest star-system would be light-years away.
Asalute was already strong, but his transformation put him leagues above everyone else, in strength. However sensory overload through noise and light would ideally knock him unconscious, preventing him from being a threat. Deploying ki-nullifiers would allow his illness to weaken him, should he wake up.
Apfel's was very straight-forward. Overwhelming numbers.

"You MISS that guy? The battle-happy bloodthirsty idiot whom you didn't even know how he got to become general and wanted eternal war? Why would you ever-"
They remember that Blizzan was a battle happy idiot and that Hailing likes a good fight as well. Blizzan probably saw Hailing as an impossible challenge to overcome that he gleefully wanted to try and fight.
"....Never mind, I think we know why. Let me guess: you think Blizzan should be the next guy we put into the Core after you?"

He was fun to be around, and I loved listening to his rants about eternal war. He answered. He would be a great Host of the Heart candidate, don't get me wrong, but his life-span isn't long enough before I would have been able to select him.

She finally understood. At least partly. She smiled, and her grey aura dimnished, and Stormart Form started to fade- but somehiw she was ok.
"I am sorry... Jade-San. Nya. I..." she paused and tilted her head toward the direction of Hailing's voice.
"Love you. You, Starlight and all of your friend group. Don't worry... you.. don't have to like me back. Even the factz that you hinted that I am one of the people who are close to you.. is more then enough. You are free to hate me.. it won't change what I feel. I would have hugged you, but I probably went too far to be allowed to. Nya."
Her aura flared, but now was pink.
"Hailing-Chan... I can't forgive myself, for being part of sending you here, but I'll respect your wish. Nya. But.. I think I can ease the pain..." she paused.
"Jade... I will fight by your side, and help as much as I can to these people. If you believe they are worth saving I trust your judgement. Nya. Just.. give me one minute. I want to make something for Hailing and for you! Nya!"
Vodkana's aura flared in calm pink, and her stripes glowed as well. She flew up to the Empirial Castle's kitchen.
She wanted them to feel her love. To Hailing it was what medias of many civilizations called 'true love"- under better circutamnces she would have married him. Maybe.. in the future?
Hailing was so much like her, he understood her, and even forgiven her.
He had his own issues, and didn't gotten the chance she had to be slapped by Jadez when she was young enough to change before it's too late.
Hailing Entertainment.. wasn't like many people assumed as a way to try to rewrite his legacy. She truly believed, that the realHailing she loved, was the spirit of Hailing Entertainment.
All else was pain. Mentals issues which couldn't be helped.
And now... Hailing, who has forgiven her, and still loved her (for some reason) gave her the sense of security she always yearned- to be loved in all conditions. If he still love her, after her betrayal... Vodkana knew... her love was real. She didn't had to be in constant fear to please the idealogies of her friends which she loved, but always feared if just one bad day, one outburst.. would turn them away.
Yes. Later she will propose. Hailing could refuse. She will be thankfull anyway, and anyway come here.
Vodkana started to cut meat, prepare a sauce as he loved most. Imbuing her loving ki into it.
Jade.. was her role model. Even when she went to what some may see as shady kind of compassion, allying herself with criminals to soften them up, so those people who are beyond the reach of the "legal" authurities will live better.
Such criminals, she has seen as alternate leaders where the legal authority was too weak. She didn't even seen this big diffrence between some of them, and people like Apfel.
Even this state of mind... was inspired by Jade somewhat. Jade told her to be herself, to carve her own path.
Jade may dislike the results.. but for good and ill almost everything Vodkana was,she was shaped by her admire to Jade.
Now she finally understood Jade's pain beyond her childhood traumas. Jade was a true hero, feeling responsibility. She now admired her even more.
Vodkana felt.. enlighted.
On her cheeks heart pattern have apeared, and finally her stripes has turned pink. Her eyes now were much more.. shinier, filled with emotions which wasn't.. lustful and intense. Somewhat.. innocent?
The tradtional Arcosian stew was ready infused with 5 million PL of loving ki. Such meal would probably heal anyone from any illness and pain... so Hailing might live longer with that, and lessen the pain.
She stopped.
For Jade...
She snickered. She flew and has bought a burger from fast food resturant, imbuing it with her love.
Jade wasn't into fancy cooking. And this was ok. This how Jade was, and she loved her that way.
She came back into the core of the planet- it took one minute.
Vodakana gave the burger to Jade, and tried ti find where she could give the stew to Hailing. Both meals were protected by pink-ish force field.
"Take me with youJade. Nya. I.. think I can help."

Forever and ever, methodically, like a creeping illness. As if he despised her every atom. As if he hated every single thing one can possibly hate in all of existence.

She takes a bite then eats the rest. Then smiles.
"Thanks Vodkana. It was delicious. Remember that your cooking....it is the opposite of hate. It is your form of love. And that the world is more complex than hate or love. Not everything needs be one or the other. Disagreeing with someone is not hating them, and many in my time forgot that. I should not. I disagree with some of what Oxyribo does to be honest, I'm not exactly thrilled about him becoming immortal when he is already near unstoppable."
She turns to Hailing.
"Well, we'll have to leave now. Cya Hailing, don't let the flames feed the trolls. Flake can you-
"-I've already let them know that the situation is under control and they're safe to come back."
Good, lets go."
She teleports them back with her Rainbow Bridge.
Back at Shining City
Flake walks up to Apfel, salutes and tells him how the Vodkana situation resolved itself.
"-And that is my report. Is there anything specific we should do about media coverage of this?"
Meanwhile Jade walks out to find Pinappla attack furiously at Masala, enduring hits with her bulk while Masala threw and conjured weapon after weapon while dodging and dancing away acrobatically throwing a sulfuras, a doomhammer and other legendary weapons like they were common throwing weapons.
"Hm....lets see here... they're doing good but how to do better...."
Deglargo Industries
Head Engineer Rilla goes to CEO Deglargo.
"The Unkillables are all ready to present sir. Even.....Yellow Queen."
"Good. With Apfel coming....we'll make a most lucrative deal! Just imagine, the Emperor himself buying our products....every planet will follow his lead....and the galaxy's armies will all be Unkillables, made and sol- er...hired off by Deglargo Industries! All of them will use our weapo-mercenaries and normal soldiers will be obsolete."
He says to himself, thinking of the money. The sweet, sweet, endless raditzes of money. He could practically swim in it from here.

She felt complete, even if she had regrets.
Sometimes, things had to blow up, in order to heal.
Though, she was worried for Jade, who seemed to carry the weight of the universe on her back.
She didn't wanted to give empty promises- but she hoped one day, she and Tarasai could lift this weight from her.
Vodkana apeared there, in her Love Stormart Nyagato. She felt almost drunk filled with love.
Though, she didn't liked Jade's new fangirls, but she already has expressed her rage. And she tried to be fair.
Vodkana wanted to avoid further scenes, so she let the Stormart form to fade. For now.
Vodkana just stood silently. Patiently waiting for further action or conversation.

Hailing was apprehensive, as things generally didn't survive entry inside of a star. However with a sufficiently high power level protecting it, Hailing found his apprehensions were misplaced, as he was finally able to eat something for the first time in over a decade.
WAAAAH!! He suddenly shouted, though whether it was of pleasure or agony would be cleared up, shortly. This is the best soup i've ever eaten! Vodkana, you're amazing!
Shining City
Never in Apfel's years did he expect this kind of thing to happen, nor should it have. A Beerus-class event on a planet was not something done lightly, let alone one as heavily populated or high-profile as Arcos. Suffice to say, it gave Apfel pause. Mainly because the truth was so unbelievable, that even if they said it, the metanet would instantly smell a coverup, which is something equally tempting for Apfel to engage in. But again, Beerus-class event on Arcos. How do you cover that up, but without creating a fall-guy?
Rogue Heart activity. He suggested. Excess dumping of waste-hydrogen into the Heart threatened to ignite the whole of Arcos into a hypermassive star. The situation has been stabilized, but Arcosian citizens are strongly advised against polluting Arcos' storms with their waste products.

She decides to say nothing. That Vodkana's decision, and it wasn't as if she knew whether any of this was a good decision, she was just a soldier.

"I've watched a lot of HunterxHunter recently, which has its fighters hide their abilities as much as possible. Its very intelligent and cerebral for its genre. Kurapika Cosplay would actually be pretty interesting....lot of power at the cost of only being to use it a certain select number of people. Pinappla thinks upon what just happened turns to Vodkana and holds out her hand.
"I don't like you, you don't like me. I get why. So. Can't we just agree to just be rivals and not involve anyone else in this? That way we can focus on becoming better for Jade than letting this become some grudge. We'd agree to keep our fights nonlethal and away from others so that we motivate each other to improve to even greater heights. "
A most saiyan-like solution to a problem such as this.
Lun-V
Assuming you all get going at some point, Deglargo Industries is located on the Brenchite colony of Lun-V. Their homeworld of Brench has long ago stopped being the center of any brenchite political or economic power, now only the domain of museums, tourists, throwbacks and traditionalists. Lun-V is the type of planet where most of the modern Brenchites dwell these days: A planet full of a dozen cosmopolitan mega-cities with many ships shipping things in and out across the galaxy, with many races intermixed with them. With the Arcosian Empire allowing for peaceful secession as time goes by, the Brenchites were forming new empires of trade and commerce rather than brute force. Empires of hyper-capitalism and mega-corporations willing to seek new colonies to found, new deals to make, more things to sell, and profit to be made. Brenchite culture was inherently spacefaring, considering their homeworld unimportant and feeling more at home at the planet they grew up on or the ship they sail through the stars in, or the space station they dwell in.
Here, the new halls of power are on the rise: Even if Deglargo falls, corporate executives fund efforts to ever faster methods of FTL travel to reach ever more distant galaxies like teleportation, to invest into Artic's new space habitats, to refine medicine and cybernetics ever further, to sell the next great franchise, to open the next restaurant chain, to find more ways to make production more efficient, to make their images a little more squeaky clean, to make the next new ad, to do everything they can to put money in their pocket and products sold and services rendered. They hire bodyguards and mercenaries who once served the Empire and think to themselves that Coin is stronger than Ki, that as long as the raditz flows no mere ki user can stop the wealth of galaxies and the exchange of goods. That money is the only force in all the universe that can equal or surpass ki, and that their greed is vital to its ever gaining, ever-world-turning flow. Who knows? They might even be a little right.
Deglargo Industries itself is a sprawling corporate fortress, so big it is like some artificial mountain amid a forest of already tall buildings, the cityscape so thick that you cannot see the ground for all the flying cars, holographic advertisements, buildings and shop upon shop upon shop, with local small businesses being forced to operate in the lower environs of the city creating a seemingly eternal ground-level indoor mall that you can never leave as you trod through its maze-like corridors of every single possible thing you can find under any and every sun. But back to Delgargo: it is a mountainous fortress of a headquarters, with hundreds upon hundreds of floors, lots of elevators and no end of cubicles. They are known as a corporation that specializes in War: it sells its own brand of battle armor and arm cannons to those who don't bother to learn how to fire ki themselves, it sells ki teaching classes to those who want to learn, it provides other nations and corporations a source of mercenaries to hire, it sells combat drugs to enhance ki power level, it develops new inventions for war such as its form brand of scouter, and thats just the things people know about publicly. And who knows what they are researching up aside from the Unkillables? Deglargo's own mercenary force of course guards the building.
Any experienced ki user knows that in a crowded city like this, that if you want to protect people, you cannot fight at full power. Which makes fighting here dangerous in its own way. Everyone has to keep their PL low, the guards know this, the Unkillables know this, CEO Deglargo knows this. A high powered fight would cause too much of a scene and ruin too many lives. Deglargo industries simply cares too much about profit to ever risk destroying things too much that it will shoot themselves in the foot.
CEO Deglargo awaits. Whoever comes, comes...

Diamond had decided that observing from whatever ship they were heading to the planet on might be more effective: That way, if things go pear-shaped, he could help evacuate civilians and have his dehydrated sensus on hand.
He would have kindly asked Aphel to keep in touch with his psionic abillities, feeling that an earpiece to play mission control with might be a bit... conspicous, unless Aphel has a better idea.
In addition to the recordings being saved remotely, Diamond is able to project six hard-light screens in a semi-circle in front of him in a set up involving a small projection platform, two wireless gloves that seem to plug into his techno-organics, and his scouter which is now a difficult to describe yellowish purple color on this setting.
As he demonstrates, these screens essentially allow him access to a real-time feed with negligible delay of everything Aphel here and everything around him in a 360-degree radius.
The gloves teem to allow him to access the zoom feature.
Oxy and Poka have also gone to the planet, but aren't sure what they'll be doing yet other than that they have a disguise prepared in case they choose to leave the ship--Delargo Industries would probably get suspicious that a bioandroid who ins't one of theirs is on the planet.

Testing, testing. Apfel telepathically projected his words into Diamond's mind, testing their mind-link. By their preliminary testing of the microscopic devices embedded in his outfit, everything was working correctly. More importantly, there was no less than a legion of Imperial law enforcement operating light-years away, ready to act at a moment's notice to do every legal means to shut down Deglargo. Confiscations, arrest warrants, asset freezes, everything. Towards this end, Apfel was given the unique and somewhat awkward permission to lie, to be able to get confessions.
His ship, an Arcosian Carrier, touched down on the landing pad, and the Emperor stepped outside, resplendent in his pressed, white uniform. His head radiated with white halos of psychic energy, but he was diligent enough to keep his energy hidden to purely base levels. For all anyone else knew, the halos were just a decorative hologram. What better way to conceal the fact that he was in his Awakened form, than in plain sight?
Mr. Deglargo. He smiles, reaching out his hand to the CEO. I must thank you for taking the time out of your busy schedule to meet, personally. Though Deglargo might notice Apfel was significantly younger. Most of the galaxy was aware of the Emperor as an aging Incirrian who was somewhat stiff in his movements. This Apfel looked no older than 25, and his movements were crisp and youthful.

As CEO Deglargo, a blue older Brenchite in a business suit, the very image of the modern galactic corporate executive takes your hand, you psychically feel the sheer greed radiating from him.
"No problem, Emperor Apfel!" he laughs, gregarious.
Just the absolute avarice in him is a little staggering. Its not much different from any other rich person in his position. The wealthy are often observed to have a hoarding instinct-even when they have all the money in the world, they simply cannot stop trying to get more out of fear of losing it all.The feeling vanishes as he lets go and beckons you inside.
"Though I admit, I'm surprised you'd come out here to meet me, even if I am bit honored by it. I was not aware I did anything to merit attention from one so esteemed such as yourself!"
He says as you walk. Your psychic lying senses told you that he is smart enough to realize why your really here, and also smart enough to not act as if he knows.
"However I am sure we won't disappoint. Did you come here for a general tour, or something more specific like our scouters? Perhaps our latest battle armor? By the way your looking right spry there, whatever exercise you have, its working."
Odd, despite him being silver haired and getting up in the years himself, there is not a twinge of jealousy to him, just some strange recognition his mind, as if he is assuming you do something similar to what he does.
The Shenron
It arrives on the planet in a separate hangar, with Jade, Beryl, Pinappla and Masala all waiting inside.
"Ok, heres the plan: Pinappla, you got the most to work on restraint wise, so your on last resort. Beryl, Masala you can both heal so be prepared to take advantage of Pinappla's Zenkai
to face against something big. Something to hold off unless more controlled methods don't work. Me and Beryl will go first because we have the most experience restraining ourselves, and Masala is third due your incredible flexibility"
She telepathizes to Oxyribo, assuming he is on the Arcosian Carrier:
So. We're here to liberate what might be the closest people you have to others of your kind. Any thoughts? Personally I feel as if they've suffered the same thing I've suffered with their programming. That the Unkillables are in a way, both our fellows in what they experience. Don't worry, I'll make sure the Unkillables get free. They are victims of this, not enemies.
Red Mantis
Red Mantis knew that Apfel was probably coming soon while he waits. He knew that Apfel freeing them was not a sure thing. And that as Emperor of the Galaxy he probably did some shady things. See, from the perspective of someone like Red Mantis, many authority figures look all the same: all old people who commanded others to do things and probably couldn't be trusted. Red Mantis was the most grown up, sane and mature of the Unkillables. That is in relative terms. He may deal with Apfel or the authority figures around him but trusting them is a different matter entirely. He must have some more information on whether Apfel was trustworthy, and he must have a backup plan in case Apfel trying to free them didn't work out....or if they were just trading one master for another. It is a youthful cynicism, but better to be cynical than to fall into a trap in one's foolish idealism. He telepathically contacts Purple Moth:

He cuts the link, wanting to avoid stressing out the youngest member of their group as little as possible. Purple Moth was the most recent creation and thus one of the least able to deal with all the issues she has. He figures that meant he did not have a good past. He was working in the dark here, and had to just assume the worst: That Apfel being a politician who ruled galaxies was not someone he could trust. After all the previous ruler was Hailing, and look what he did. Maybe he wasn't a conqueror but he could see the Unkillables as a threat to wipe out. He'll just have to do whatever he can to make sure the Unkillables free themselves. Worst case scenario they'll spend some time running from the authorities until they find a planet in some far away galaxy where they can live in peace. He wasn't going to repeat that coup cycle, let Jade or someone else do that.
He just hoped Yellow Queen will go along with him...

More importantly, he had the diplomatic experience to deal with having what you want done, without explicitly asking for it, since even if he didn't know everything, he had to act under the assumption that he, personally, has been watching over his shoulder the entire time.
I would be happy to share some of my exercises, later. That sould at least get his attention. The dissolution and decentralization of the Empire is proceeding smoothly, however many actors, both with legitimate grievances and malicious intentions, falsely sense weakness and lash out to plunder what they can. While the Empire is more than equipped to defend itself and our friends, the truth is that our forces are spread almost as thin, as they were during the height of the regime of Emperor Hailing. He stated. He wasn't saying anything that wasn't true, especially given the resurgence of the Veru'nas and their mysterious superweapon. As I am sure you are aware, the great machinery of the State turns too slowly to solve this problem. What the Empire needs is a specialty solution, developed by experts. I have put a lot of time and effort, personally, into figuring out what to do. Actually it amounted to getting a child to read from a list. It directed me to your company.

As you walk through the building, there is something familiar about the mercenary guards here, they're clearly former Arcosian Empire troops, but there is something....else that is familiar about them, but your not sure what.

If Apfel remembers or the police/Diamond watching through him do enough information searching, they find out that all the mercenaries in this building are former Blizzan soldier remnants. After the battle of Talsaiga, they must've deserted, and all became mercenaries under Deglargo's employ, as well destroyed their fleet and other such identifications to keep their cover.
"So, I won't bother you with our usual services or products. They are not suited for this work. No, I'll be taking you to Research and Development, for our cutting edge work! These are things that aren't even on the market yet, only fitting that the Emperor himself get a good first sneak peek."
You take an elevator to a floor that lacks any decoration. It was purely a place of steel, science, protection and safeguards. Very clinical and clean. He walks you over to a room where a steel, cybernetic spine is on display.
"The first of our products, is the Boost Spine. We have recently discovered this strange ki technique that boosts someones strength while turning their aura red called Kaio-Ken. So set about making a cybernetic spine that does the same thing at the users command to boost their fighting capabilities with little need for training, and could perhaps provide a boost to your own forces by making sure one soldier can defeat far more with less."
You lying sense detects that he isn't telling you the full truth with this invention, even if what he said was dangerous all by itself due to the fact that Kaio-Ken wrecks your body after using it.
He turns to another display, thats more of a testing area, sealed off from outside interference with glass windows to observe. Inside a machine arm drips a few green drops of water with beans in them into some soil and out pops a bunch of saibamen only a few seconds later.
"and these are a most interesting thing we call Weedlings. They are a nonsapient species, capable of only vocalizing a strange laughter and possessing no self-preservation instinct capable of blowing themselves up. We invented them to be rapidly growing disposable soldiers at first, but are starting to find other uses for them. We have worked on instantly grown portable assassins programmed to find a specific target and kill them, we've made ones with the ability to shapeshift to fool their foe for a time, disposable scouts with built in cameras and working on more, while they are passable ki fighters, they are also capable of poisoning people with claws and firing acid from their head that eats through flesh and most substances-it took us a few tries to find the right artificial material that wouldn't dissolve...their small size, portability, and disposable nature makes them perfect candidates for uneven warfare and when they explode they leave behind a few seeds that you can pick up and use again later- perfect tools to send in against something like say, the Veru'nas mysterious super weapon, yes? make them waste their efforts on mindless creatures. They're pretty much biological attack drones."
He definitely lying about inventing these things, but the rest seems true, and the fact that you can't sense anything resembling a coherent sapient thought from these things corroborates that. The Weedlings/Saibamen truly are animals at best, and ones that wouldn't survive long in the wild at that. They are literally mentally designed to kill the first things they see and blow themselves up when nothing else works, no thought beyond that.

The first thing you find is some weird area with construction stuff walling it off and warning signs put up saying its for "construction." yet its put in a very odd place, you notice this because you've have had to pay attention to this kind of structural-architectural thing when making your Hailing Hotel Planet, for one it seems a little hastily put up as if just recently, and there doesn't seem to be any construction workers around, and its not in any place that seems to be particularly decayed or worn out and thus not in need of rebuilding, because if it did, there would be more area needed than this, galactic civilization has this sort of construction wear and tear thing calculated down to a science, they'd know EXACTLY when to come and rebuild or renovate this sort of thing for this entire section of the building. Your own planet will probably face some rebuildings and renovations every so often yourself.

Once everyone who was heading out was on their way, Max took the time to give the Arcosian forces that were in Earth-Space time to evacuate if they didn't want to spend however long it took to overthrow Solitus stuck within a pocket of real space hidden from the rest of the universe outside the universe. Yeah, now that it's in those terms, Max realized his plan here was a little overly complicated. But in any case, he had discreetly notified a few others that he would be hiding Earth and it's surrounding space from the rest of the universe until the whole Solitus thing blew over. He didn't specify exactly how, simply that regular FTL wouldn't be up to the task of getting in and out of Earth's space while the hiding was active.
Teleporting would still work, such as Apfel's teleport pad, since it had an entangled particle allowing for targeting no matter where the two linked pads might actually wind up. If someone had sufficient senses to detect the ki of anyone on Earth, they might manage to find it if they thought to look outside the universe, and then teleport from there. It wasn't a perfect defense, but Max was hoping that, with the afterlife not having enough time to process normally, this ploy would work well enough.
Once the defense grid was active and synced up with the systems of the Shining City, and anyone who was leaving was away, Max activated the grid. Bands of energy arcing out between the stations and building a grid that filled in until the area of space that Max was about to move was enveloped in a shield on a massive scale. To an outside observer, a moment later and the shield was gone. As was the light coming from that solar system. If the solar system was removed from it's correct place in the universe for too long it might eventually start having a detrimental impact on the balance of the universe. But it would probably take years for that to be a real problem (That is, after all, why Max had asked the supreme kai of space in training before initiating the procedure).
The Shenron

Not wanting to be conspicuous, Max used the Instant Transmission to arrive on The Shenron while it was on the last leg of it's transit to Lun-V. After learning the Mafuuba, accepting the neat bit of tech that Diamond had whipped up, and hiding his home system from the universe at large, Max had gotten cleaned up and arrived in a slightly shiny black and gold tuxedo and wearing a pair of wrap around sunglasses, with his hair tied back into a neat ponytail. Max was packing an amount of discreet technology on his person, the sunglasses functioning as a scouter, compact sensor suite, and conventional communicator. On his wrist, a fresh watch similar to what he had deployed during the orc invasion, packing an armored suit using capsule tech. And the tuxedo was a high quality piece of combat clothing, durable enough to handle a low powered fight, not restricting movement, and still looking like a high quality, custom tailored tuxedo. Of course, he also carried the little box of capsules that he normally had on his person. A capsule house, a small space ship with a hyperlight drive installed, the capsule for his battleship, and a few standard storage capsules included.
With the others having established a plan of action, Max spoke up, "I'll drop in on a little ship of my own, if I pose as a person shopping around, I can potentially play the part of a rival company bidding on Apfel's contract, if he needs to play that card for leverage in the conversation as a ploy to manipulate their CEO. After all, the prospect of competition can bring out a little extra when someone might otherwise hold back. If any of you want my help in particular, here is the communication code for these sunglasses." Max left his communication code with the others on The Shenron, before using the Instant Transmission to slip off to to make his own approach to the planet.
Lun-V
While on his way in towards the planet, Max linked his mind with Apfel, and Diamond and Jade? Well, it's not like he was new to telepathic conference calls. Mostly to relay the idea he'd already mentioned verbally to the others on the Shenron. After all, having everyone on the same page was kind of the point of enacting plans. He would be landing on the planet, packing his ship up, and meandering around the mega-city to make his way towards the Delargo storefronts, playing the part of an interested shopper. Even if he was a bit out of place with the whole 'being human' thing and the 'packed his space ship up into a capsule instead of leaving it in the parking spot' thing.

Apfel does his best to look thoughtful, though his danger-sense immediately recognized that the spine, once active, was effectively made of antimatter for all the good it did the wearer. Who knows, maybe it might help someone whose back is too broken for conventional cybernetics, but he couldn't imagine what military would be desperate or insane enough, and with the resources, that would go out of their way to essentially mount an overly expensive bomb to their backs.
The weedlings were legitimately interesting, for all the wrong reasons. Yes, they were clearly nonsapient, in fact they barely possessed any intelligence to speak of. No better than insects, actually, though they possessed a power-level of a thousand, each. Something that would actually be quite frightening to the vast majority of the universe, including most ki-users. However they were also dangerous, in the extreme, and once set loose, there's no telling who or what will explode. It actually made Apfel even more uneasy that they didn't invent it. Who did? Could it be stolen future-tech? Some kind of early prototype bio-android? Curious.
I do thank you for permitting us to view your experimental technology, I must confess I lack my traveling companion's enthusiasm. Apfel said as flatly as he could. The defeat of Emperor Hailing has inspired a new generation of warriors, using powers thought unobtainable, and exclusive to my predecessor. In a realm of power previously exclusive to the Emperor, there are now three additional Arcosians confirmed to have achieved the Golden form. General Freis, retired Royal Guard Captain, Asalute, and some guy named Jeff. Additional other species are achieving this level of power as well, with an unknown number of unidentified Exterminatus and Annihilation-capable fighters. Nothing he was saying wasn't true, but the implication was clear: We're spread thin, and there's too many enemy super-heavies, and what has been presented would be insufficient to deal with it.

Deglargo Storefront
The city is very cosmopolitan, no one even blinks at Max walking by, they've seen much weirder things in their daily commute. You see a bunch of weird aliens pass by, there is a tendency towards humanoids but some are more out there. We don't have time for even a small list of examples. You go into the storefront and its well....like any other shop you suppose. Lots of battle armor in various colors on one shelf, a bunch of latest scouters on another shelf, an enter "ki pharmaceutical" section devoted to pills claiming that they will one part or another of a ki-fighters performance with long near unpronounceable names, arm cannons for those scrubs who can't even fire a ki blast in various models, exercise gear, weights, everything you can think of for a ki user. Though to be fair, one is not sure how much of the pharmaceuticals are legit.
The green skinned brenchite cashier at the counter looks at you with the fakest cheery smile and the deadest eyes, their light killed by the greatest most soulcrushing horror of all: working in retail. Truly, all else is nowhere near as terrifying in comparison. He asks:
"Hello Welcome to the Deglargo Store! How may I help you today?"
You can just hear the recitation and repetition in how he says that. He's probably said that line thousands of times. His dead eyes flick back and forth between you and a mercenary who was checking out scouters to replace his old one, mentally comparing you to his average customers which is probably some ki-using mercenary meathead just like the one over there still in his armor so he can look tough, and recognizing that your not a normal customer from the way you dress but not really care about your skin color. the mercenary himself spares a moment to look at you and back forth between you and the brenchite cashier and mutters something like "huh, must be one of those weird rare color brenchites or something." and shrugs, mistaking you for some rare genetic abnormality of another species. The cashier is probably thinking the same thing but is too polite to say it out loud...either that or your a really sharply dressed saiyan.
Diamond's Observation:
Zooming in you can find there are little centipede like legs on this cybernetic spine. Is this thing meant to walk or something? For more information, you'll have to detail HOW you examine it more.
Nightmare Mist Scout:
It is one dark secret yes, but it is feeling attraction to two other especially dark secrets on this very floor. where Apfel, Vodkana and Deglargo were on. But it feels an attraction to an even darker secret farther down the building, near the bottom.

"Haha! Looks like we already have a satisfied customer!"
The CEO say smiling at Vodkana's exuberance, if he feels any weirdness at Vodkana's tastes, like a true salesman he has either perfectly masked it or doesn't even care. Not even Apfel can tell.
"Vodkana, I'm sure we can work out a deal to supply you with Weedlings at a reasonable price, but we agree that Our Dignified Emperor cannot be kept waiting no? After all, he has important business to attend to! So, I will not waste your time."
He leads them even deeper.
"Our company Deglargo Industries, not only makes products, we recruit mercenaries as a paramilitary force. We provide a service to people with private military forces they can hire on a temporary contract to protect them. Not much different from any other mercenary company. But! Recently we have made a leap of progress that will astound you. A way to make Annihilation-class mercenaries from scratch, and raise them from birth to be the perfect soldiers.
We call them.....The Unkillables."
He says coming to Red Mantis's training room, his mantis blades out while he slices through his targets in an offensive flurry, then turns to them in his red imperfect cell-alike mantis appearance.
"We have yet to put them up for hire, but we hope to someday soon make them our star mercenaries! Six beings with power to surpass Hailing, all of them tireless fighting geniuses, all of them capable of regenerating from a single cell! They are the company's pride and joy-apart of our family you would say, because above all, Deglargo is a FAMILY company! They are our bio-engineered sons and daughters loyal to each other and the company. They will grow up to be fine defenders all of families across the galaxy as well- on our payroll! They protect our customers, we make money, and they get an education, a cut of the pay, a home, a purpose in life! A mutually beneficial arrangement for all parties! And best of all: they can reproduce more of themselves near instantly without needing a partner! Thus turning already stupendous mercenaries, into miraculous wonders of science!
Take this one, the weakest and oldest of them all! We call him Red Mantis. Our earliest most basic design, he still surpasses Hailing when he still ruled the galaxy and could've beaten him easily. His model is meant to be on the front lines, the cheapest mercenary available to hire, to tear into the enemies defenses in an offensive burst heedless of his own life- fear not his regeneration will make he is okay ladies and gentlemen! Say hello, Red Mantis."
Red Mantis automatically salutes like a stereotypical soldier.

Well.. she needed the weedlings, as a mean of violent entertainment. People of most species(beside species like ponies...) had inside some meaure of pleasure from violence. Some expressed it, in more barbaric fashion, like straight forward sadistic massacres, or gladiator thing, many others have expressed it in media and games- fantasies, where people could enjoy their dark urges without actually commiting crimes, or hurting real people.
(Well some geniouse games and medias like Undertale, actually have communicates with this).
Kids love toy soldiers, pirates, ninjas or in short figures of violent people.
The urge for destruction is major part of most sentient beings. It might be based on defence instincts, but in the end, people in large are enjoying violence of some sort.
And if Vodkana could relate to anything mortal, it was this need to commit violence which is ok.
On the surface of Hailing Planet, there were sponge blade games, or paint ball at the very extreme. But in the depth, and in the space around...
She had fighting robots, but they were expansive, and too often, somehow, they have devolped a personality, and it became wrong to hurt them.
Using animals... unlike pokemon, in real it would gruesome and wrong...
So she used nightmare illusions, and also bought objects like furnitures buildings and planets which customers could destroy.
So those weelings if she got it right could be the real answer. Maybe she could even devolp it to a Weedmon(!) And they will come and diffrent colors, types, getting stronger by leveling up and-
Eh. Anyway, in the end they will probably shut down Delargo. Though, she at least hoped to hire some of the geniouses here.
They had creative minds which H.E.C could use.

She purred and expressed her delight from the tour.
Many belived, that show intrest was a mistake in buisness.
On the short term, it might be correct. People might try and lich more money from you. So it could be useful when you haggled over the price of a vegtable in the street market.
But you run a big buisness, and you want to make good deals on the long run, you want a positive relationship with other buisnesses, based on trust, respect and prefferably even genioune friendship.
Big buisness people at some point, are so rich, that money is just a number for them. It's not really about the money anymore. It could be about power, or treating money as game points in some imaginery competion, but usually they had more then that.
Vodkana believed he was passionate about his company, and seen no reason to hide her aprceation.

Her cold rational told her... that beings like those and companies like this one, had to be destoryed. It's the kind of the thing GoD, shoukd defend the universe from. She had a feeling Beerus would "Nope" and destroy everything here.
This will be the most practical and simple soluation.
Vodkana wasn't the most intelegent being, but she rarely belived in simple soluations for complicated problems.
Also... she, an abomination, which her very existence defy the celetial laws of the multiverse were given a second chance, and was it now her third chance now?
It wasn't like she went evil, just a mental breakdown...
If Red Mantis could turn into a free person, Vodkana will do everything in her power to help. She hoped her Love Stormart Nyagato form would fit the job. This form was mostly based about heal and empathy.
She managed to change the expriession of shock and maybe horror to excitment.
"Nn...ya! That amazing! So..." she turned to Red Mantis. "Unkillable? Does this mean you have healing factorrr?"
And she turned to the CEO. "Hmmm.. so... if it so easy for them to reproduce.. well, don't you have hundrerds of them? Nya?"

Diamond doesn't have more time for an in-depth examination of the spine. He'll have to loot it later or something. If Aphel shares that delargo is lying about the numbers, he gulps.
Around the time Aphel is introduced to Red Mantis, Oxy clenches his fist.
Then the thought occurs to him: Bio-androids have energy signatures composed of several individuals super-imposed over each other--they feel like everyone that the android is made from at once.
So, Oxy reaches out with his ki senses: how many power levels of that sort can he sense?

Max recognized the hell the poor brenchite man was stuck in. It was a hell he was trying to prevent from happening on his home planet. It was one of the reasons he hadn't just rained technology down on his planet and tried to forcibly uplift it in just a decade. There wasn't much he could do at the moment, Max didn't even have any actual raditzes to his name, since he hadn't been participating in the galactic economy.
Max smiled and nodded to the cashier, "Thank you, for the moment I'll just be looking around." As he spoke, Max moved to start looking over the display items, picking up and handling anything he might be allowed to. As he's looking one of the arm cannons over, Max spoke up to the mercenary nearby, "So, what are you in the market for? I'm not very familiar with the products available, and you look like an expert. Would you consider the stuff here about average, or low end, or high end? I'm considering selling some similar products, but I'm not sure on the pricing just yet."
Mostly, Max was just looking to get a general idea of what the galaxy at large considered normal for combat technology. And if he was going to pose as a potential competitive bidder to Delargo, it would help if he helped establish the lie by being seen at the storefront and made mention of being in a similar business. It wasn't much, but it would lend more credence to the bluff if Apfel needed it.

Apfel would be telepathically informing Diamond of his psychic insights into everything that was being said, including what the lies were, where he could identify them.
The Incirrian gave Red Mantis a discerning look, eyes scanning up and down the bio-android appraising. That is an impressive claim, to bioengineer life-forms that are not only native ki-users, but possess a power great enough to reduce whole worlds to cinders, let alone a power that can surpass my predecessor. He turned back to Mr. Deglargo. However everything he presented is merely a cover for the real object of his attention. His mind touched Red Mantis, and his voice could be heard in his head. Don't be alarmed, I am telepathic. He said. Will you reveal what I speak of in your mind, are we being listened to, or are your thoughts your own?
However biological, I presume these 'unkillables,' as you call them, are prone to the same limitations of intelligence of independent decision-making and adaptivity that limit mechanical automatons. Apfel knew full well the unkillables were sapient, but he needed Deglargo to admit it.

"Image Lady Vodkana, IMAGE! The common people don't like things changing too rapidly. Produce the Unkillables too fast and they're see it as an invasion. As a threat. That and scarcity needs to be thought about! They need to be produced at a controlled rate so as to not devalue them! Too common too quickly, and their job becomes worthless. These are but prototypes for the mass produced versions. We already have a bio factory making more Red Mantises as they are the cheapest to produce and thus easiest to figure out how to mass produce, rather than relying on reproduction, of course none of the mass produced Red Mantises have been born yet. There is only so much you can do to accelerate the process.
But even then, we're only making a two dozen total of the first generation for what we anticipate will be the most common Unkillable model! Its all about supply and demand you see: its better to hold back so that you can get a better price per mercenary hired, than to make millions of them and get paid less for it, thats just inefficient! That and with how powerful the Unkillables are- its likely that most planets will only ever need one to come and solve their problems. they are just that powerful. That and such things have to be done in stages: we prove that something can work on a smaller scale before trying something on a larger scale or people won't accept the idea.
Over time of course, they will become more common and that is why we have different models, to make sure a certain artificial rarity is enforced so that when one model becomes too common and thus depreciates in price, we start producing and hiring out another at higher prices. Over time people will have Unkillables fight Unkillables and will thus want a better model to counter the one that other people have. Thus an arms race controlled by us will begin to occur in Unkillable warfare, why we could practically a make sport out of Unkillables fighting! Every planet will have an Unkillable to root for! Why if we refine the bio-engineering process even further, I bet we can make them mascots, create specific Unkillables for specific planets in their colors with specific personalities to embody the values they hold dear, custom creating them to be heroes made for their culture! Custom made celebrities and athletes!
I am sitting not just upon a way to make more super-soldiers, but to make art out of creating life itself! and art pieces are valuable because they are rare. There is even potential to make unique models that will never reproduce, just so we can hire them out to rich collectors so that they have the rarest bodyguard to compliment their rarest collections. Everyone will pay us monthly for the Unkillables constant services and that wealth will trickle down to the Unkillables themselves. The Unkillables whatever form they will take- will protect the galaxy as Deglargo employees.
They are fully free thinking beings Apfel, but they are not slaves. They are mercenaries like any other. They get paid, they are raised like any other family with the company being the parent. I would not dream of owning them."
He wasn't selling products that will just get paid for once then people will own- these aren't slaves. He was selling subscriptions. Subscribe to the Unkillable protection plan! Only 150 Raditz monthly for a Red Mantis to protect your planet! He was aiming to make the galaxy indebted to him and his protection, while making entertainment and sport out of exploiting them. No one would actually own them, yet they would all serve Deglargo. Why make people pay once when you can make them pay for it over and over again? Worse: he is trying to make this as legal as possible.

....I am aware that you are. I am aware that you here to help. My thoughts are my own. For all their control, our sanctuaries are our minds. I will not reveal anything, but I cannot act to help you. I am the De-facto leader of the Unkillables, and I care for my brethren. They are the closest thing to a family I have. So if you think to fool me with some savior schtick then turn around and use or destroy us, think again. Politicians like you are always manipulative and lie when their lips move. Not much different from the corporate executives. I will go along with this, but know that I am wary. I will however advise you that I am the most mentally healthy of my family, and with the clearest view of the wider picture. The others in darker places. I've had the most time to cope and calm myself about the situation I'm in, but the others are.... younger.

"Hm....I'd say average quality. How to say it....nothing they do is exactly new, every thing they make is something someone else has already invented. But its the little details and innovations that make all the difference. They observe their competition and see how they can improve upon what others did. they always got a bunch of little features that make it a little more uh....quality of life y'know? But at the same time, they're affordable compared to some companies that offer something more specialized and customer tailored but are pricey. High quality stuff are only for the real wealthy mercenaries....and/or criminals. I stay away from that and them.
I mean sure it makes some sense to buy low quality stuff from others considering the job I do- given how much destruction we face on daily basis, I have to buy multiple copies of this stuff so that when is destroyed I have another to replace it- but I've found that if they're too low quality they won't even work properly when they're not being wrecked in a ki battle, many low quality companies don't even bother to make any of this work at all, figuring that we're going to die blowing ourselves up anyways. Deglargo on other hand always make sure their stuff works. I've yet to use one that is a ripoff, and I've heard some drug mercs claiming that their pharmaceuticals aren't duds either. I'm mostly here to find a scouter model to buy multiples of, after I lost my last of five. Deglargo stuff works. Always."
Things make a little more sense now: there is not much room for developing any weapons due to the greatest offense being the ki powers themselves, so most companies focus on replacing the various equipment that a ki user is likely to break in their line of work. Meaning Delgargo is a cut above the rest simply for making sure their stuff isn't a bunch of ripoffs that won't fail on their own.
Vodkana's Mist:
The mist attracted to the closest secret, comes to door labeled. "YELLOW QUEEN'S ROOM." If the mist can do so, it senses something.....threatening within. Not evil, but something-or someone- terrifying. Emotional yet cold, unbreakable yet broken, determined yet unstable, vast potential yet somehow a twisted wreckage. A confusing array of contradictions that may form a greater whole. It if comes too close.....the mist can feel whatever is within.....watching back.

If nothing else, it means I can gauge the quality of products on offer, and their price points, and use them to accurately form my own." Max moved over to check out the scouters on the shelves, "So, from using these products in the field, would you say they're more often lost or misplaced, or more often fail from being overloaded? I have my own proprietary design, but if the main problem is that people keep leaving them behind or losing them in the middle of a fight or what have you, it may not matter if they don't explode from detecting a high power level or what have you."
While it wasn't mentioned earlier, Max had done his due diligence on the approach to the planet and kept his power level low, settling it at 5. Sure, it would be laughably low for a saiyan, or any ki-combatant. But that was rather the point: Max was posing as a business man, as perhaps some kind of scientist. Neither of those required a power level of any note. Of course, if the gravity of the planet was higher than Earth, he'd have settled it a bit higher to keep from being suspicious. But the point is that he was keeping his power level low to put the focus on what he was carrying and saying instead of how powerful he was.
