Okay, I've managed to take a look at Hachiro. Some questions...
1) I'm slightly confused about his personality. I get that he's supposed to be relatively childish and needs social contact (and thus perhaps clingy?), but you also mentioned that Hachiro has an alter-ego ("What started as mere protection from identification became a full blown alter ego. An alter ego with dyed blue hair, glasses, and a tendency to wear clothes with hoods"). So is the childish Hachiro the alter-ego or is it the real alter-ego? What is Hachiro's other personality like?
2) Is Atmospheric Telekinesis only by size, or is it also limited by mass? For example, could Hachiro move ANY object as long as it's smaller than a softball?
3) Can Hachiro move non-solid objects?
4) What is Atmospheric Telekinesis' range...
4a) ...in terms of how close objects need to be near Hachiro for his power to work?
4b) ...in terms of how far he can propel objects? Similarly, does Hachiro exert a constant force, or is it only just one big push at the moment he launches an object?
1)The alter ego is him, just a more serious/scary him. He loses some of his clingy nature, basically its just a more controlled version of what happens when he is left alone.
2) Well the way I imagined it working was he compressed air into a blast to launch the object. So theoretically, Yes given sufficient air he could throw anything. He isn't quite at that point yet though, he can throw heavier things but nothing too heavy. I really hadn't thought about it, If you could suggest a weight limit...:smallsmile:

4b) I was imagining it to be extended, but that once it got out of his range it would just carry by momentum. As for how far.... 1800 meters sound reasonable?
As for water, he makes a ripple, or a splash, or whatever the effect a large amount of pressurized air slamming into water would have, and his ability functions by moving air, he'd cause a breeze I guess. Maybe a big dust cloud?
So ultimately his power is control over air pressure, which he uses to do other things like propel objects? If so, then there are lots of other applications for his powers than just accelerating objects (like, say, flipping girls' skirts or messing up people's hair).

Wanting to play someone who creates objects
I'm back from my vacation, and finally finalized my power choice. If this game still accepts new characters, meet Edogawa Kenichi, Detective.
Appearance.
SpoilerMussed black hair, medium height, a half downed fedora, and an everpresent smirk. Edogawa Kenichi should look like your average japanese high school student, except that somehow he's not. He always wears his uniform neatly, and often wears a long coat whenever allowed. After school, more often than not he'll wear shirts and trousers with suspender belt.
Personality
SpoilerCool, Calm, Confident, or at least he tries to look that way. What he's actually is overly dramatic. He always act like he's a character from a 1920's detective fiction, which might not actually mesh well with twenty first century japan. He always gives his card to new acquintance, which read Edogawa Kenichi, detective, and he always says that he's a teenage detective, and he'll accept any case from missing cat to closed room murder. Actually, he never solved any case yet, but that never lower his spirit.
It seems that he doesn't actually know what or how detective works and got all of his knowledge of detective-ing from fictions, especially Meitantei Conan, Kindaichi Case Files, Edogawa Ranpo's, Arthur Conan Doyle's, and Philip Marlowe's books. Got a room full of them, and especially proud for how he got the same surname with Edogawa Ranpo.

He's a senior student who's been in the academy since elementary school. But no matter how hard they try, they never managed to increase his level 1 power. But that never bothers him though.
He named his power, Noir Magnetism. Though sounds cool, it's actually just a limited version of static electricity.
What he can do is that he can shock people that he can see by using very low static electricity that can give goosebumps and makes their heart flutters. After years of having this and only this power, he had become adept on using them for dramatic purpose. At the very most he can directly shock people's cardiac pacemaker (the part that control heart's pace in someone's heart) and either raise or slow people's heartbeat for no more than a couple of seconds.
He uses this to make his appearances and meetings a lot more dramatic, by giving someone goosebumps and makes their heart races and combining it with their surroundings (lightings, sounds, more often than not he had crafted it for his purpose).

Oh yes, he should have no trouble fitting in. The character himself seems amusingly done, and in a way that allows him to still be serious if the scene demands it. It looks like he'd be great fun to interact with. His power looks fine too; It does overlap with Hisagi's own, but since it's a lower level that shouldn't be a problem. By the way, his power level should probably be 1, not 0, since he actually can manifest it. Aside from that very minor nitpick, he looks fine...
...Although I could have sworn that his Esper ability was going to revolve around age control...
Hm, you're right, he's actually level 1. And originally I intended for his power to be more 'mental control' but after a while I realized that his power might be both more limited and interesting if it's actually something physical.
I never intended for his power to be 'lightning blast' type even if he somehow manages to reach level 5. Maybe more... manipulating people's inherent static electricity? Should I create his 'power progression' up to level 5? since I noticed that other characters have it.
A full power progression is purely optional. The only level that really needs to be listed is the one which a character currently possesses. There's no need to hammer out all the specifics of the power's development right away. That can be done gradually as his control over it increases. Of course, if you have the full progression in mind already then feel free to list it; It's just that there's no need to bother if you don't.
@ Druid: If you only plan on having Hachiro use his powers to accelerate objects, then I think ~5000 ft/s is a decent Level 4 limit. Just remember that air compressions can be used for other things. :smallbiggrin:
Is Hachiro in any specific Skill Out gang? There are 3 named ones at the moment (Jaguar, Psyche Hunters, Psyche Raiders), but you can join others if you wish.

I'm admittedly a little wary about a character who can create matter, but I'd like to see the character as a whole first if possible.
Not really, the jaguars aren't his style and the psyche raiders would probably beat the heck out of him, the psyche hunters? they seem more his fit but I saw someone had a character who was the leader and didn't want to go stepping over someone.

Actually, would it be OK if I made one up? It would be similar to the psyche hunters, just .... well confusing. They would be meant to be less awesome and more weird which somehow magnifies their impressiveness. Basically the organization would run off of shrodinger fu.
So they have martial arts.... That brainwashes people?!
