....Yes, she can identify them because it helps combatting them yes. But thats a far cry from actually doing them. Like, she knows that Goku has this big beam attack called Kamehameha, and she knows that that you cup your hands together in a certain way then say "ka-me-ha-me-ha!" when you do the technique, but there is still the question of how to manipulate the ki involved. Like, she knows its a thing thats possible to do, but thats like seeing someone karate chop bricks in half. Just because you know its possible, doesn't mean you have the training to make it possible yet. She is not an Uchiha who can scan people and instantly learn their techniques. At best she'd just be able to say that its somehow possible to do it, and then have to build the technique from scratch. Why do you ask?

Can or can not do them is not the question, it's know about them and what they do.
One of Goku's allies has a technique that is significantly more powerful than an ordinary Ki blast, but drains his life force when he uses it.
goku himself has a technique that makes himself more powerful at the cost of straining his body.
While the specific techniques are not relevant, the knowledge that such things are possible could influence Ieez's character arc and development in ways I think would be fun ti play with.

I hope Ieez knowing who Majin Buu is isn't a problem.
I'm going by the Resurrection F prequel Manga, which treats the existence of Buu and Beerus as common knowledge in outwer space.

I have not seen Resurrection F yet or anything on its line. So i did not know this. I did find it interesting that Bill did not seem to know about Majin Buu.

oh like say, somebody who witnessed the ending of Dragonball GT as like, a vision of the future and came to prevent it at whatever cost.

I was kind of working on the assumption that Callins was going to become Kami, but he's leaving before talking with the current Kami...
Though the scientist bit sort of classes with the mystic becoming god bit.
Gonna have to wait and see.
GT stuff only happens in the GT timeline. Things like Negative Energy in the balls only happens there.

Tuffles are a GT only thing too..... and we have time travel in a universe full of alternate timelines, I think its pretty plausible that some guy could see that, not know if they happen or not and assume the worst.
@ cavalier: we don't know what his research IS. he was secretive about it remember? we can't stop what we don't know about.

1. Tuffles are explicitly the original natives of planet plant and that was said by Toriyama himself.
2. Tuffles are first mentioned well before GT.
And Plan to eradicate the Saiyans was made before GT.

but someone could say, believe that wishes are too great a power for anyone to use, and might want to prevent the creation of them anyways. I mean think about it: what if someone wished for a war to be won for a certain side by wiping out the other?

When King Kai was originally telling Goku about the Saiyans and their history, he mentions the Tuffles by name. Of course he also lied, saying that it was meteors summoned by the Guardian of that planet that destroyed Planet Vegeta so take it what you will.
I'm gonna say that King Kai lied about Frieza specifically because he didn't want Goku fighting him. He had no reason to lie about the Tuffles.

I'm sort of picturing, when Ieez figures out how to shapeshift, instead of having linear set of forms like Frieza, maybe having like three or four forms that have different functions.
And maybe progressions from there.

I'm thinking Artic will go linear.
Also, Arcosian hipsters, I dub them "Gaiders." A play on the term "renegade" meant to identify Arcosian youth who go out of their way to avoid being a part of mainstream culture.
That way, whenever 23 asks us if we ARE Arcosian hipsters, we can say "what's a hipster?"
