You can take my lamp. Just be aware that if it touches paper it'll burst into flames. When I put it like that it makes me realise that this lamp is kind of a bad idea. You sure about that warranty?

Character development is never padding. By that definition entire Persona 4 is nothing but padding and the same but more. And Celestia can't beat Discord issue - it raises another question - why he didn't do anything to her? She turned him into stone statue for thousands of years and he doesn't look like a guy who would let something like that slide - why he didn't just went to the palace and punched her into a duck?!
About increasing thendency to make RD be always wrong and needed to be taught a lesson. Like Wheeler from Capain Planet.
Not ALL of your points, but some I can touch on:
-I think all of us would be happy to see Discord back. And he was a way more hands-on villain than NMM, he had tons of style and wasn't afraid to get his paws dirty. He made a solid impression I wouldn't say he was wasted any more than I would say that Trixie or The Wonderbolts were because they don't appear very often.
-I love Persona 4, but it has PLENTY of padding. Plus with a video game you aren't limited to a fixed number of minutes of screen time and no more. The characters get plenty of development, but it tends to come in episodes where they get to be the focus and their choices are what drives the story. I didn't think the "remind them why we're friends" magic was an ass pull. That the power of the elements is based on friendship is well established, as is the "special connection between friends" theme of the show.
-I don't know where this mind meld thing is coming from. I don't think it was meant to be a Trek reference, although I guess you could read it that way if you were so inclined.
-Maybe he would have gotten around to it eventually. He had a good time screwing with the Mane 6, a good time messing with Ponyville, and then got squished. If Celestia had confronted him directly he almost certainly would have gone after her.
-The pony the episode focuses on is almost always doing something wrong and needs to be taught a lesson. Heck, that's why the end of Super Cider Squeezy is a clever subversion.

C'mon, he's a Fair Folk Noble. The Fair Folk are perfectly capable of Shaping attacks. Sidereal Shaping is more along the lines of retcons, camera angles, editing, and well placed background characters. Pinkie is a much better Sidereal than Discord.
