Seems like a simple renaming would do the trick
It would be feasible to make a "shock blade dagger" which is a use-activated 1st-level shocking grasp. The estimated cost would be 2,000 gp, and you couldn't add your Strength modifier to damage, but you would be able to apply precision-based sneak attack damage to it.
