The short is: There are the 10,000 Dynasts of the realm (who actually turn out to be 20,000, but they never updated the name) plus 10-20k more terrestrials officially accounted for somewhere in the world (several thousand in lookshy), and with a little bookkeeping and official numbers we come up with a conservative estimate of 2-400,000 lost eggs who are... somewhere?

On the other side of the secret tunnel? After several weeks of travel? That's assuming that they knew about the tunnel, and correctly guessed that that whatever killed the blood ape also knew about the tunnel, and that they knew which road they would follow after exiting it.
Sure, it's not impossible, especially in a setting like this, but it still doesn't seem that likely. I'd rather guess that they're just random mooks and that the challenge for our exalts lies in not giving up their cover while dealing with them.

Or that they were already on the Isle, having used the tunnel to get there, and left the apes behind with some kind of ward (not sure how possible this is) so they'd know if anyone followed them.

They were even kind enough to wait for all 100 Exaltations to have found their hosts. That was nice of them.

Or they can turn out extremely well, because Sidereals are incredibly efficient at implementing their plans.
Just that their plans tend to be things like "destroy Gem in two weeks" and "make sure there is a city-wide orgy in Whitewall".

Well, I dunno about that one. One could make a case that the execution was rather botched (making the Mask go "boom" and mass casualties and myriad errors and such) - and given how psycho the Solars were getting, the goal doesn't look all that bad from where I'm standing...

I'd think taking truly massive casualties should be expected if you're trying to kill 300+ high essence Celestial Exalts with 100 Celestial Exalts and a extremely large number of terrestrial exalts. And, yes, the plan had other problems in execution, but overall it went very well.

Indeed. It should be noted that in old China, 10,000 usually translated to "a bloody lot, don't bother counting higher, there's just too many." So I think the "10,000 Dragons" is more of a name than actual data.

Sidereals always get that. I personally think they should be cut some slack. They had a lousy position, and they took optimized choice; the best balance between quality of the outcome and probability of success. It wasn't a bad idea. It was a bad problem.
True, they could have been less arrogant, and investigated what sources of error there might be, but that's the curse for ya.

Coidzer: No one in game, except for whom the DM designates. Popular ones are the Maiden of Secrets, Nara-O, Lytek, that one wyld-crazy god, and the ones that set it in motion. Redeemed Abyssals could know but probably dont.
