Simple. She's the ideal drow. Ruthless, ambitions, cunning, and working currently against their vaguely hinted at interests.

Problem with evil races is... you can't trust each other. You would constantly need to go through the trouble of worrying about your own lives because your best "friend" might be after you if it serves hir purpose... And that's the trouble with Mahri: She's way too competent and, even though I guess Wolf might not need to worry, any other proper Drow is endangered with her as a ruler. Queenie was deliciously useless...
Also, maybe Arachne just is aware of the fact that ruling the other races is more dangerous and troublesome than just friendly coexistence. Little to lose, nothing to fear.

I think most drow would prefer if THEY were the perfect drow instead of someone else. You don't want your competition to be better than you, especially not in an evil society.
And apparently a certain deity isn't as omniscient as she'd like.

Considering todey's page: this says it all. Well... almost - I really like, how Lolth (if that's the correct spelling) simply doesn't care about small details as an all-out war. It's like "Meh, I have mortals to handle the situation."

Bob features in only a few of the arcs, and in most of those he tends to be in the background.
The strip has several characters that are evil and not cool (e.g. Gren's parents, Cuddles, and for that matter Glon) and many that are good but not dumb (e.g. Owen and Lucas, Cadugan and especially Clover).

The only difference from Goblins are that the "evil" monsters are evil because their laws demands it to be evil. In one comic strip, the "evil" priests realize that they are actually better since they are honest about their evil while the good hides their vices.
P.S- I hope Wolf gets to be YAFGC version of Talos Stormcrown (mortal who became a god and impregnated a dark elf Spoiler

Aren't a lot of mythological human-god romances basically just that? The God(dess) finds the mortal hot and makes some adjustment so (s)he can keep it.

Thank you. Honestly, I'll laugh if Glon ends up killing the person who could save his wife out of blind rage.
No idea what the Scorpii are supposed to be... another Drow race, apparently but I'm not familiar enough with D&D lore...

The "One who could save his wife" was Arachne's sister. Glon's wife died from the poison before he could administer the antidote. She's dead, jim.
