It's two different shows, but even assuming that a crossover is happening in the first place I can't think of a single way that that specific situation would come about. Not even one of those super-contrived setups that about half of all versus threads use.

Nanoha/Madoka crossovers have the observed problem that if just one of the core Nanoha cast turn Witch , it's game over for everyone.

Assuming the parameters of the crossover are such that that could happen, but even then I wouldn't count on it ever actually happening. Nanoha and Co. are just way too good at talking out their problems and helping each other through the roughest of spots.

Heck, I could see any such crossover more or less ending with Kyubey going "Welp, better find another planet, this one's output is shot" due to all of Earth's magical girls being taught the sacred technique of Kiloton-Scale Therapy.
Except he lets his smugness get the better of him and actually says that out loud. Cue his face actually changing when TSAB's response is "In that case we'll just have to take the fight to you."
...And now someone needs to actually write that.

Which is true. Another argument is that there's no good reason for it to happen since the power sources are completely different.
But from a narrative point of view it's unsatisfying to have some characters who have power and only pay the price of having to act responsibly, while others, generally less powerful, are paying a terrible price for what they have.
In short, if you don't at least allow the possibility, it diminishes the Puella Magi and cheapens the Madoka myth arc.

It's a reference to exalted. Death Princes (a.k.a Abyssals) are both undead and have bosses who would really like to kill absolutely everything else possible. Their bosses severely punish them if they try to continue acting on behalf of creation, causing them to accrue resonance until it reaches a critical point and bad stuff happens. Like killing off loved ones.
