Questions that I should add to the 16 (for 3.5):
-What creature types should rangers choose as a favored enemy?
-What tier area is the balance point of the game?
-Is leadership allowed/banned?
-How much optimizing (and/or cheese usage) should the players use?
I generally only allow homebrew that fixes a T1,2,5, or 6 class (my balance point is usually low T3/high T4). Here is the homebrew that I like for those classes:
