1. Do you mean Dragon magazine or Dungeon? Because I suspect you mean Dungeon 117.
2. Do you mean post opyrighted material on a site which explicitly forbids it or just tell you what it's about?

It's an artifact that gives you some bonuses.
I just checked my copy of Dragon 116. Page 78 is an advert: "TSR Previews". It includes a short bit about the Cheers Board Game, based on the award-winning TV show with Ted Danson and Woody Harrelson!
It does not include any artefacts. Sorry bud.
