I don't know for sure, but I wouldn't be surprised if some people just don't have power, or only recently got it back.

Now to be on topic, it seems that your link in your archive for comic 197 is incorrect, it is connecting to a picture of the current comic, Savouring the moment, instead of off by a timezone and a half.

Hanging's too good for him. When we executed traitors in Sweden we had a large iron crown that we heated until it glowed, then we placed it on the traitor's head. Then he was broken on the wheel and decapitated.
