Oh, maaaaan...I am chilled to the bone just thinking about this thing. Gaaaaah...I'd freak out at the prospect of even one of my high-level characters running afoul of this.

I quite liked the villain you originally posted even if you thought it failed to comply with the parameters of the contest. However, my thought on this was that the creature was a monstrous humanoid (augmented elf) rather than an aberration. If a medusa is a monstrous humanoid, so was Tsartajus.
"An aberration has a bizarre anatomy, strange abilities, an alien mindset, or any combination of the three." Do taloned feet count as bizarre anatomy any more than snakes for hair do? Granted, for an elf, his anatomy is "bizarre" but I think it was adequately explained. YMMV.
As for the rest of the complaints, you can assign a motivation early on and have it take better shape later. Is that not a natural progression? Same with alignment. The debates over alignment never really resolve as each camp digs in its heels over what the nature of evil is when it comes to subtlety. Gross evil is easy to identify, but subtle evil can masquarade as neutrality as both intention and outcome come into play.

Although, if we do get a Nightwalker it might be time for a martial class. I don't have my MM on me, but I seem to recall Nightwalkers gaining a rather large Strength bonus and an ability where they crush weapons with their bare hands. Also, they're Huge and made of shadow. That's pretty imposing.

EDIT: Also, I think that Achievement could be a good motivation. You know, "I want to be the best wizard", or "I want to have the biggest dungeon", or whatever.

Yes I do mean Sleeping Beauty. I don't know why I wrote Cinderella.
And Gareth, I don't really have any obsession with Nightwalkers. I was just flipping through the MM during one of these vote-ups, saw it, and realized that they're potentially awesome and I've never seen one used before. As such, I decided to try to get one used.

Eh. They're bruisers, Juhn - they're something you bust out to scare a party or perhaps make your displeasure known upon them. They're just not all that interesting - hell, I've had more fun running a Sylph as a villain.

Though I did discover a missing motivation which I will be adding after VUAVX.

You do realise that now you've mentioned there is a new motivation, people will seek it out, and will bandwagon it into being regardless of whatever else has been voted for. It's the 'must have new product' mentality made several times worse because the 'new product' is essentially free of charge.

Umm, let's see - he's lame. Scheming magical fish-folk wants to take over a kingdom? Where have I heard of that before? Oh right - The Little Mermaid. Furthermore, he's of limited utility (I DEFY you to find a DM who's actually run an aquatic campaign) and he's, well, a Captain Planet-style villain; generically evil with nothing to distinguish him from thousands of other villains.

The aquatic thing was the voters' fault for picking merfolk, you know. And the voters also picked Ambition. And Sorceror. The votes said scheming magical fish-folk so that's what we got.
