A 255 Yes.
The ability to obtain a familiar is a feature of various spellcasting classes, so characters who take levels in those classes can gain familiars.

Under psicrystal basics (XPH p22) it says to use the psicrystal statblock with the following exceptions: saving throws, abilities and skills. Since feats arent listed there, I'd say no. Psicrystals and familiars dont actually gain HD like a normal creature, they simply act as if they have the same HD as their master for the purpose of determining what affects them.

That comes down to the way you interpret the rules. Some say since the kobold has defined age categories (wyrmling to great wyrm) in races of the dragon, and gain bonuses as they age (+1-3 to mental stats) they count as true dragons. Others disagree.
That said, you still need to meet the prerequisites for the feat which usually require epic levels to meet (such as 24+ ranks in a skill). There are some epic feats you can qualify for early on in the Draconomicon such as epic Fortitude/Will/Reflex which give +4 to their respective saves, but nothing overly powerful.
Whether that's allowed though, will be up to the adjudication of your DM

A 292 Yes.
Improved Trip does not describe this as a free action (which would be disallowed during an attack of opportunity), so the extra attack happens the same during an AoO as otherwise.
A 292a No.
It's still a single AoO, because the "as if you hadn’t used your attack for the trip attempt" clause keeps the AoO counter from incrementing.

A: If you have the feats Close-Quarters Fighting (CWar) and Quick Draw (PH), can you draw a dagger during your given Attack of Opportunity from Close-Quarters Fighting, then use it for said AoO? (Under the reasoning Quick Draw would reduce the action cost for unsheathing the dagger to a free action.)
B: If you have the feats Close-Quarters Fighting (CWar) and Improved Unarmed Strike (PH) and are about to be engaged in a grapple, can you drop your weapon (as a free action/and the weapon being a ranged weapon (bow, crossbow, etc.)) and take the Attack of Opportunity unarmed?

The Archivist base class (Heroes of Horror) is the closest equivalent to what you're looking for. It has two casting stats, INT for minimum necessary score & spell DC's but WIS for bonus spells. An archivist can learn Cleric spells in the same way a wizard learns wizard spells: a couple on levelling up and via scribing scrolls into their prayerbook (spellbook). They are also capable of scribing spells from other divine classes (Druid, Healer, Ranger etc.) into their prayerbook.
Their Dark Knowledge class feature also benefits from having a high INT.

A 296 Yes.
Divine Counterspell functions just as if you were using Dispel Magic, and the granted power of the Inquisition domain is to boost all dispel checks ─ not just particular spells.

The feat Familiar Concentration (Lost Empires of Faerûn, page 8) allows a spellcaster to designate their familiar as the "concentrator" for a spell, freeing up the spellcaster's actions. Sonorous Hum (Spell Compendium, page 196) is a spell that maintains concentration on another spell for you.

Keep in mind that even if you get the need to concentrate on a spell to less than a standard action you still can't cast other spells.
Thus for example the skill trick (swift concentration mentioned above) would not allow you to cast spells with your freed up action.

Permanency states that it can be dispelled by a caster higher level for spells that target the wizard only, but it states nothing for applications of permanency to other creatures/areas.
Does Dispel Magic cast by a higher level caster permanently dispel a permanent spell on another target/area?
Does Dispel Magic cast by a lower/equal level caster suppress the magic as it does for a magical item?

Excepting the special requirement for self-only permanent spells, Permanency is dispelled like any other spell. Even with a higher caster level, the dispel check must still succeed to dispel Permanency.
Also note that while Permanency has a higher caster level requirement to be dispelled on those listed self-only spells, the spell being made permanent has no such requirement. Permanent spells can be dispelled in two ways:
- by dispelling Permanency, which then causes the underlying spell to (usually) be long past its duration; or
- by dispelling the base spell itself, after which Permanency has nothing to affect.
Dispel Magic never suppresses spells; it either dispels them (or the parts of them in its affected area) or fails.
