Market Guard/Peacocks to Doctor Vassari (6)
Spoiler

Certainly, we'll put some money towards that. It's a good idea.
As for Deplorian, that could be a good idea. On the one hand, that would bring more coin to the district; on the other hand, that means that we'd have Deplorian's operators running their own show on our turf. After what happened with Embler, I don't doubt they'll have heavy security around wherever they relocate to.

1. The gang members from the Mains are, for the most part, common criminals. Some are murderers, yes, but others are merely the sort who hang around street corners making a nuisance of themselves. The universal belief among all of them is that they weren't doing anything bad enough to deserve the level of reprisal that occurred.
2. Skeeve Redeye is a serial killer originally from the Illarym Empire. Got caught in the Grey City, sentenced to death, escaped and fled to the Shattered Lands, where he really went off the chain. Most of what is "known" about him is mere rumor and hearsay--he's actually a demon, he can turn into mist, his stare drives men insane, etc. Depending on who you ask, you might hear him called Redeye, the Poisoner, the Dollmaker or the Bloody Eye. He is known to be an expert alchemist with a taste for exotic poisons, and tends to leave behind bloody mannequins after his killings, which have been said to kill further people on their own. Unnatural fog is said to be a sign of his coming.
It is also known that a couple years back he went off and killed almost the entire Lonecutter family (you may have noticed the bounty from the current Lonecutter warlord on the bounty board).
3. Not efficiently, no. But she put enough Wealth into the project to balance that out.

It's not really anything concrete, unfortunately. People who try to patrol the Hollow--catch criminals, collect taxes, anything--they just get killed. I? Show myself? How would I do that? You made me, dear Sister. You stepped into the Cathedral with veins full of magic and a heart full of faith, and the force of your belief pulled me together from the dreams in the air. I've got a little bit of everyone here, now--fury from a thousand sleeping warriors, poetry from the greatest pens ever to grace a page, ancient wisdom from kings of old. The monks here, they don't have enough belief left to pull me out of the aether. You do.
And I must say, it feels good to be existing again.

Streets of Sav Altulas
Morden emerged from the shadows, under the stare of the men he's been stalking.
''Now what would you be doing on this street, at this hour, good doctor? Isn't it a bit of a distance from your hospital.'' The man's voice was friendly, but Morden sensed the tension in his posture.
''I didn't know I was that recognizable of a figure.'' He answered apologetically.
''Not many people without face in this city. At least those, who wear such expensive scarves.'' The man replied, his posture not relaxing for an inch. ''So, will you answer my question?''
''I simply wanted to talk to your boss. And you would be somebody, who could arrange a private meeting.'' Vassari leaned on the wall, checking, that nobody was snooping on their chat, but the narrow, dirty street, they was completely empty, apart from a trio of shaggy dogs.
''What about?'' The man's voice grew more interested.
''I had a patient in the hospital. Well, I wasn't present personally, but I like to review the records of all interesting cases.'' Vassari produced a parchment, quickly showing it to the man, before snatching it back from view.
''He talked?''
''No. But, I'm no fool. I put two and two together. Your boss has the information. I have the skills. I propose cooperation.''
''Very interesting proposal. Why would you make it? I mean, even if you have some reputation, you must see the risks.''
Morden hesitated before answering. ''Call it personal reasons.''
The man studied his face for a long time, probably cursing the bandages, that his the expression beneath them. ''Personal...'' His eyes lit with understanding. ''You mean it was... I see. Then your interest is more then understandable.'' He looked at the bandages again speculatively. The conclusion, that the man must have reached was incorrect, but Morden had no desire to dispel the confusion. It was indeed a personal issue, but not in that way. He checked the street and roof again, breathing in the stale city air. Nobody was there.
''I'll pass the word to my boss. I'm certain he'll be pleased to hear of it.'' The man continued.
''I will await for you to set the location of the next meeting, so we can work out details.'' answered Morden. They've already talked for too long. It was time to split. He disappeared into the night and started making his roundabout way back into his territory.

Ram Revolution:
Announcement to the city in general:
As many have heard by now, a new city council has been formed. Despite the allegations of favoritism and backroom deals, I would like to point out that the meeting that the council was created at was an open meeting, and anyone who wanted to come was allowed in. There were representatives from the lower and upper classes, from the monarchists, democrats, and anarchists, and the current council was elected by popular vote by all who felt that government was worthwhile enough to show up. If you have a problem with this government, I suggest that you appear at the next elections and speak your case.
In addition I would like to invite anyone in the city to bring important matters to the attention of the council: external or internal threats, disagreements between city factions, or anything else that you feel the council should take a hand in solving. While it is not always in session (all members of the council have day jobs, after all) it can be called into session at any time, so if there is a problem that they need to handle, simply bring it to our attention.
We hope that, in time, we can show the results of our desire to bring calm to the city, and prove that we are here for the good of the city in general, not only our own factions.

The Technist guild has realized that the university, once a shining beacon of learning, has fallen to a mage that would hoard the knowledge withen. While we make no pretensions of moving against her, we do ask that she reopen the libray, and let the light of education free.
And on that note, we have opened a school. In the coming days, we are planing to expand it, and set up programs to help the common people of the city. The courses will be free, and all who desire it, common or noble, are welcome.
Currently, we will be holding courses on langauge, math, history and several branchs of basic science. If others wish to lend their expertise, the city can become a new haven for those who seek to raise the hieght of civillzation, and drive back the darkness of ignorance.

As such, I am greatly interested in getting my hands on or learning whatever necessary to... even the playing field, you might say. Hello there! My name is Alexandre, head of House Laurier down in Lomb Circle. Rumor of your machinery and knowledge has reached my ears and I am interested in any goods you have invented that might give us an edge over our opponents. The district I reign over has access to numerous outside contacts who you might benefit from interacting with in your studies. Why reinvent something already utilized in another part of the world?
I am specifically interested in your progress on airships. Quite an interesting project, that is. See we're not from here; we're from the Kingdom of Merdallan where airships are used. I would most certainly be interested in having a few myself. As for the rest, I don't have any special requests. Sirs, I have all the evidence required right here. We have no doubt that the messages were received, despite our best efforts. I will let their contents speak for themselves.

To: Shifter magi
The presence of the Blackjack Boys within Redress Street is rumored to be a rather great hindrance to you. Furthermore, it would seem that another faction is seeking to gain influence with them by providing advanced weaponry.
Since previous attempts at subtlety within this city have found deaf ears, I'll make my offer a tad blunt. I will remove the Blackjack Boys from existence, and give you control of the neighborhood. In exchange, you will govern the neighborhood in my name, and support me in my efforts to take control of this city.
This is your chance to gain a foothold within the city. Whether you take it or not is up to you.

''Additionally, in the near future access from Triphage Untima to the Traitor’s Bridge wouldn’t be as troublesome. The factions between us and the city walls are shaping out to be ESBA, Militia of Law and Justice, House Laurier and Mercantile Guild. All of them wouldn’t want to see the flow of trade disrupted. I’m currently planning to conduct talks with the Mercantile Guild, that controls the Traitor’s Bridge, to see if such safe route can be established.''
''There is an additional advantage in placing your operations in Triphage Untima. The Technist Guild is working on building airships. While I won’t step in one of their contraptions at this point, they are making steady progress with many sponsors. There could be a new shipping point from Sav Altulas in several years’ time.''
''And Triphage Untima is located next to both Heaven’s Gate and Sky districts, where the wealthy and nobility dwells, which could benefit you in establishing easier contacts with them.''
[If Mr. Nielson is concerned about Technist Guild getting too enticed about his wares, I'll reassure him, they don't have enough troops to be a threat by themselves.]

Re: Total War: Broken City
Meeting at Wallen Manor
Lord Wallen:"I'm happy to have you all here. This night is wonderful, and perfect for the reason of this party.
This is a birthday Party. A night like this, some thousands year ago, Atulas the Great founded this city, just like our nobility."
(That is not the technical truth. Atulas is said to have been a mithical figure, though some noble houses claim to descend from him.
And many more have forged papers during the centuries to make it look like they descend from him.
Also, with all the calendar changes, it's hard to talk about an exact date anymore.
But many nobles believe that the Foundation of the City was the Foundation of their house.)
"Many of you believe me and my Friends scorn tradition, and step out of our places. We have, in a sense, by organizing into something greater than the size of many of our houses, and trying to choose leaders based in capacity more than in their lineage.
But by doing that, we have revived an even older tradition.
Sav Atulas Nobility can still rule. We still have a place in the city.
But we are in danger. Many are close, such as the librarian of the elements, whose actions have been highlighted, amongst others, by our own Lord Bennet Founder.
I wish to take this chance to thank him publicly for his actions, and his continued defense on the rights of nobility."
"So, Sav Atulas Nobility, this is to you!! May this night marks the beggining of a new Age for nobility!!"
After the toast and the complimentary applause (Lord Wallen wasn't sure how much of it was complimentary), he stepped down, and started to make small talk with many nobles.

How may we help?
To spend [Mil] to help you, we need a reason or excuse to justify military action before the Council.
You can help us in a very simple way. We need to make our words heard throughout the City, and not just the halls of Nobility. Your workers could expand our ideas by talking to the right people [Spend Morale and Money to expand the ideals of Lord Wallen's Party].
To House Laurier
"And I'm happy to have you here, Milord. How are you liking the city? Is there anything the Party can do for you?"

Lord Wallen separates Lord Founder of a small noble group, to talk to him alone. "Well, now we have the chance to talk, Milord. I see you know my neighbour, Lord Matoff. What do you think of his new party?"
To Lord Matoff
"Milord, glad to have you here. I have heard you are planning to create a Party, good luck with that.
Are you sure you don't want to join ours?"
City Council
"Oh, my, that is dreadful!! My Lords, we must do something about this!!!
The Party will support direct actions, given this evidence!"

"Some of their ideas I agree with completely, but others not so much. In all honesty, I support them as a gift to you. Having political oppisition gives one the oppertunity to examine one's own position. Nothing makes you realize your flaws quite so much as someone screaming them to the world. Honestly, a little competition will be good for you. You have been getting a bit ahead of yoursef, what with being the only real political party in the city which hasn't dissolved due to lack of politics."
Before the council
"I thank you for your kind and generous support."
