I just judge by what happens when she talks. Simply raising her voice causes the lighting to flash, the winds to blow, and the clouds to move. That same voice commands fear and ushers in cheers. She stamped a hoof in frustration and caused a flash of lightning and a crack of thunder!
Luna is terrifying because her horn NEVER glows during this. She's controlling the weather by her emotions, or the weather is mirroring her. Not sure which is more terrifying.
Does she make twisters if she gets dizzy?

Errr, before I met my wife, I had been experimenting with ways to combat Silent Night's fire elemental allies, and that's what I came up with. A violent, uncontrollable water elemental monster the size of an Ursa Major, readily capable of slaughtering any known fire elemental entity. It turned out to be so dangerous I had to designate it a Class-V threat, and in the event of a Class-V threat containment breach, my ship automatically portals the offending monster to the site of my last major combat, which in this case is Canterlot. Actually, given what else is in Kappa-13, you may want to help subdue the intruders before they release anything else.
On the plus side, the water monster should have no problem neutralizing the local fire elementals. At least they didn't release Omega-66.

Nightcore looked at the rotten looking pony before her and sighed, but then gagged slightly. Dispite Silents admitly valiant efforts of applying imported oils and perfumes straight from factories from Prance on his putred form, a corpse decked in gold is still a corpse. The end result smelled like a peeled orange left in a jar of vinagery wine for a week, and even if she was used to it, it was still caused her to cough slightly before telling the undead abomination her simple view on currant events.
"What."
A noise resembling a wet slapping sound came out of Silents general direction. Nightcore guessed it was either a laugh or a cry. Then, he simply spoke, a voice that had no trace of his supposed Stalliongrad upbringing, one that was at one time almost typical sounding with a sort of vibration in it that was probably a result of the magical nature of his voice that made it sound almost a bit like a buzzing insect. Well, that was more of a guess, but even if one was not as learned in the art of sound as Nightcore could tell that his voice box was probably as rotted as his form.
"Well, it's probably some sort of horrid elemental. Ehh, it's not that big of a deal, my little abomination has already left."
Nightcore looked at the screen and blinked. Yep, she was gone, apperently, along with her supposed mother. Huh. Then she noticed a little glimmer above the horrible water beast.
"Err, Uncle? Look at the space above the water creature. Look's like a summoning interface in the air."
The unliving aleged pony (Nightcore had seen him with purple stripes on his fur before. Her late mother always said he was odd, but always said he was always 100% pony. The again, he also had a horn and his wing's, according to her mother's diary, where typical pegusi wings when she was alive. Nightcore guessed it had to do with his method of undeath.) gave a swipe at his lips with a grey boiled-looking lump of flesh that was supposedly a tounge, and simply responded "Well, what is it?"
Nightcore was going to tell him what she saw, but stopped when she saw purple goop falling on the water beast. It screamed and tore at itself, but eventualy the purple sludge merged with the elemental to form a semi-solid serpentine creature that seemingly ate away at anything it touched. The acidic beast gave a half-cry and slithered away from the direction of the city and in the direction of the little town a half-days travel away.
"Never mind."

Implied how though? I don't see Rainbow Dash there, and all of her Cloud Lightning Scare tactics show her doing it. Unless you mean the one in the alleyway with Pinkie and Twilight, then yeah, that was Rainbow Dash.
I meant the part where she gobbles Pipsqueek's backside, he runs, and she stamps a hoof. You don't hear RD's laugh, see a cloud get pushed around, or see a Shadowbolt fly off. So, unless the implication is fanon, then I don't see Rainbow Dash being the culprit there.

My personal fannon was that of their duo Celestia was the backline support and utility mage while Luna was the frontline battlemage. For Magical Girl fans Celestia is Yunno to Luna's Nanoha. Not so good in a one on one fight but one hell of a force multiplier.

Prince Regeln stared at the screen for several moments, mouth agape, as he struggled to make sense of what he had just witnessed. When he had first learned of his assignment as Boffinspark’s keeper, he had expected face situations that would likely tax the very limits of his sanity, but this…"Was that...you had...SMOOZE?" the ancient dragon finally managed to sputter, an admixture of confusion and mounting rage preventing him from speaking clearly.
Professor Boffinspark flattened his ears as he glanced about nervously for a moment, trying to think of a response that wouldn't further enrage the prince. "You see," the professor began, "I had been working methods to combat known Class-V threats, and the smooze certainly fell under that heading. To tell the truth, I believe I may be nearing a major breakthrough on the subject, utilizing employing high intensity Pink One energy to denature the subject's regenerative capabilities." Boffinspark's features brightened considerably as he relayed this last piece of information, his eagerness to put his scientific genius on display quickly outweighing his fear of royal retribution.
Regeln gritted his teeth and screwed his eyes shut as he forced himself to swallow his anger. Regardless of how he personally despised the criminally reckless mad scientist, Regeln was forced to admit that the professor's ability to destroy nearly anything given the resources was nearly unparalleled among Princess Celestia’s subjects. "So you're saying you can stop that thing? Well, what are you waiting for?"
Ah, yes, the thing is, you see, I haven't actually finished retrofitting the emitter array with the proper focusing reflectors to generate the intensity required to achieve the needed infusion levels."
"So what you're saying is?"
"It will be a few days before I can do anything to stop it."
Regeln did a few swift calculations in his head, trying to determine how much damage the mutated smooze would do before the professor could stop it. Finally, he let out a defeated sigh and buried his face in his hooves. Well, he thought, it's not as though this is the first time Ponyville's been destroyed.

of course; their truth is his. It feeds directly into his circle of truth=myth=lie=myth=truth (or maybe that's a parabola? I'm tired, be kind.) and distinguishing the two is an act of willful ignorance.
Not to say that bad. In fact, learning when to say "**** you reality, these are te rules now" is a grand skill. Every pony should have it - in the metaphorical sense at least.
