Prediction time! Whilst under the effects of the ninja drug, Dr. McNinja created the greatest ninja-based plan to take down King Radical. Knowing he would be unable to remember the plan after the drug wore off, Dr. McNinja set the plan in motion and is counting on the personalities and actions of all involved to see it to fruition. I also bet that Old McNinja, with his sudden appearance in this story, got a phone call from the hyped-up Doc explaining his role in all of this. This is what TV Tropes calls a Batman Gambit.

That was the old "create a ninja outbreak so I can become president" ninja drug, this version was presumably more refined.
:edit: plus, the way these goons are talking certainly suggests that it wasn't a permadrug.

Actually, the one thing that went through my head after this last comic: I wonder if Old and Hortense are in a relationship now? Doc may be willing to fight his ex and his clone at the same time, but finding out your ex is dating your clone... that's got to be a little awkward.

Combined with a Memory Gambit, if you want to get technical.
Right now we've introduced way too many new elements late in a story arc for me to make predictions, but at least Doc can still fight.

I believe it was alluded to in the Dinosaur Future as well.

It occurs to me that at the time of Doc's cloning, he and Hortense were in a relationship. Old was never around for the break-up. Lingering feelings might not be out of the question.
EDIT: Dr. McNinja could have been a cartoon series?
