What hit points does the transformer fiend use for this new body, in which it "has essentially taken the host's place?" Does a Vrock (115 hp's) possessing and fully transforming a 2nd level commoner (5 hp's) function in its transformed body as if it has 115 hp's, or 5 hp's?

...How does what work? Magic/Psionic Transparency just means that spells and powers function with each other (Dispel Magic can dispel a power, Detect Psionics can detect magic, etc).

Dampen would not do anything about the second spell, though it would effect all of the first. However, the wording of Maximize Spell makes it unclear if there is still a variable to be minimized. It's just specific enough to point in the direction of "no" while not making it explicit.
However, if there is still a variable after Maximize Spell is applied, the first spell would deal either two points of force damage per missile that targeted the subject of Damp Power. The second would still deal five per missile.
No idea where you're getting all of those fifties.

So the big question is if a twin spell is one spell and so damp effects both spells of the twin spell. Or twin spell is two spells and damp effects the first. 50 is the amount each magic missle spell in an example would do (5*10) and damp power only effected the first one.There are 4 because they are twinned and there is a quickened one.

With Scorching Ray at Caster Level 7 you get 2 Rays.
Do you get to fire them both on the same turn? Or do you need to wait until next turn to fire the second Ray?
If you need to wait, I have this question:
If you had a BAB of 6, allowing 2 attacks in a Full Attack, and and Caster Level 7, would you then be able to Full Attack with Scorching Ray, firing both Rays in the same turn that you cast the Spell?

For instance, the spell Dominate Vermin (DotU p.61) has components of "V, S, DF; Drow". Could a Human who has this as an SLA actually use the SLA?

A 176: No attack of opportunity is provoked. The reason is found in the SRD.

The table with the feats says you SUBSTITUTE str for dex. (Nevermind the mention of Shadow Sun... lol).
We all know text trumps table, however I can see a reasonable argument for both and I can't discern a clear RAI in the case. Also the min-max errata doesn't seem to address this.
Which is it?

If you're referring to the spellblade magic weapon property from Player's Guide to Faerun, the answer is no.
The spellblade property protects you against a certain spell, and Eldritch Blast is a spell-like ability. Spell-like abilities are very similar to spells, and often replicate the effects of spells, but they are not actually spells.
EDIT: Also, even if it DID work against spell-like abilities, the text calls out that you can only select targeted spells, not ones that affect an area or create an effect. As Eldritch Blast is essentially a ray, and ray spells are all "effect" spells rather than "target" spells, protecting against Eldritch Blast wouldn't be a viable usage of a spellblade weapon.

When creating a magic item, can the character decide that the XP cost apply specifically to the XP granted by the item familiar? And thus, in a later case of item familiar loss, reduce the amount of XP loss, maybe to just the additional XP?

Q 182 How long does it take a sorceror to cast metamagic versions of immediate action spells such as feather fall and greater mirror image?
(I ask because my PHB reads as if it forgets that sorcerors get any spells with casting times less than one round like feather fall, and I don't have a Rules Compendium to see if it got clarified there.)

In general, no. I don't have every example of how to gain a domain in front of me, but usually the rules text says "gain access" or something similar. You can only gain access to a domain once. If you already have access to a domain, gaining access to it again either doesn't make sense or doesn't give you any additional benefit.
There may be some oddball corner cases where an ACF or another spellcasting class might get access to a domain, and you also take levels in cleric, selecting the same domain twice but with two different classes. In this case, the question of whether the domain power stacks boils down to whether the domain power comes from the same source or from different sources. For example, a Paladin 8 going into Church Inquisitor gains access to the Inquisition domain. If he later takes a level of cleric, he gets to pick two domains, and could pick Inquisition again. Is he able to stack the +4 bonus on dispel checks twice? Again, it boils down to whether you consider the paladin's access to the Inquisition domain to be a "separate source" than the cleric's access to the Inquisition domain. There isn't a lot of clarity on how to define "source" for the purposes of stacking, so you're probably looking at a "DM's Call" here.
Another example might be a cleric with the Inquisition domain picks up Planar Touchstone, links to the Catalogues of Enlightenment, and chooses the Inquisition domain. Does his cleric class ability and the Planar Touchstone feat count as separate sources? There's not much to go by on RAW here, so you're probably stuck with a "DM's Call".
There is one other way to double up on your domain ability. If you have access to Dragon Magazine #347, there's a variant ACF in there called "Domain Focus". Instead of selecting two domains, you select a single domain, and the benefit from that domain power is doubled.

By RAW, I can't see any indication that the victim's HP or HD changes. "Powers and abilities" is vague and not really defined by the rules. My best guess is "Powers" would cover any (Su), (Ex), or SLA in the demon's entry, and "abilities" is referring to the demon's six ability scores (Str, Dex, Con, Int, Wis, Cha) and/or anything listed in it's Special Attacks or Special Qualities. Presumably, the transformed body has all of the demon's physical features, including all natural attacks, movement modes, and natural armor bonus.
My inclination would be to treat this transformation as a permanent polymorph effect, except the transformed body gains all the (Su), (Ex), and SLAs the demon would normally have. The text mentions that some demons use this ability as a reward for cultists, granting them an upgraded demonic body. If it's an actual reward, then the new body would have new powers and abilities to go along with it. Then again, if the demon wanted to be a d-bag, it might make sense to give a cultist a body that "looks" like a demon but does *not* have the powers and abilities once the demon stops possessing it.
In any case, if the possessing demon still has a physical body, it still has it after the transformation takes place, as I don't see any indication in the text that anything happens to the original body.

Melf's acid arrow can do this. Just make a ranged touch attack against yourself. If you add Ocular Spell, it can be Persisted.
Thunderhead (Spell Compendium) might work. Doesn't do much damage, but there are 14400 rounds in a day.
Ocular + Persistent creeping cold (Spell Compendium) can do exponentially obscene [cold] damage.
