Can I do it after someone has paid loot to another person to get them to help? If so, this Shtick seems unbalanced because I could make people not only lose combat but pay loot for no benefit.

The intent of this shtick (Party Leader Veto) was for it to be used during Roy's turn. It should therefore include the text "At the start of your turn..."
