Yeah, Setsuna and Mana's fights should have been given more attention. Especially Setsuna given how it ties into her character development, it's not like she's a minor character after all. Even if she isn't as important as Negi, Asuna, Nodoka, Yue and Chisame, the characters who have had the longest and most detailed character arcs.
