You misunderstand! I meant it shoots other pokemon with the seeds and "infects them." At such a young age said seeds would never be able to control a pokemon like a zigzagoon. But perhaps at higher levels..or not...it's your call

Well at the very least, canonically it can throw seeds on other pokemon to take their blood/life. (Yay leech seed) So the seeds drain life force and also act as a calmer.
