We do not necessarily see any reason why we should go to war even without this Concord. Tell us more of what we will gain from joining it that we could not gain from simply signing a peace agreement between our two empires.

In fact the agreement itself pretty much underlines the fact that we will be trying to infiltrate each other. And while the APR is a communist country they still have done less against us than you have. So with all due respect we decline your offer.
