Not true at all. There are about half a dozen advantages (the ability to get all spells from all splatbooks at a reasonable cost, the ability to kill or otherwise make-lose an equal-level opponent with high chance with a single spell, the ability to polymorph for strong offense and defense, the ability to use divination to know exactly what they're going to face and plan accordingly, mobility and detection advantages, spells that are simply overpowered, etc.) Each one can be stripped, or at least weakened to reasonable levels, without too much effort (well, except for the overpowered spells, which have effort proportional to their number, which is roughly proportional to splatbooks in play); put them all together, and you've balanced the spellcasters.
