To cast a spell, you must be able to speak (if the spell has a verbal component), gesture (if it has a somatic component), and manipulate the material components or focus (if any).
A restrained subject cannot manipulate the required material component, nor can they touch themselves specifically as part of the casting. It's not just the somatic components that are an impediment to casting Mineralize Warrior
on yourself. The highlighted restriction applies as stated.
