Felix Urd makes his way to Dovel to discuss various financial possibilities. Among these, perhaps most importantly is tackling the current Free Rider problem they are suffering. Felix will explain that the Exchange can hire on all of the Dovels guards, take over maintenance of their roads, their services, etc, and instead the Dovel population simply pays the Exchange a small percentage of their yearly income. Every resident of Dovel will have a say in how the excess is spent, in order to further improve the wonderful district of Dovel.
