MOR can be used to boost the effectiveness of any action, as well as do any type of action by itself (though it will be less effective in this than other stats--for example, attacking someone with MOR represents citizen volunteers and whatnot, which won't do as well as your professional MIL).
Basically, if you can fluff something as being done entirely through the loyalty/fanaticism of your people, you can do it with Morale.

Indeed you can. With some more investment into weapons manufacture, I'd probably give you a trait that would start giving you WEL based on how many other factions had Black Powder Weapons traits.
