I'm operating on the assumption that unleashing a Nuke is last resort.
Where you call your allies, your opponent calls theirs and they duke it out, the surviving side divvies up the lad that was owned by the now dead players.

So the main combat is who can get a better, more numerous army while still maintaining their gain of Nukepower to stay level with the rest (because fall too low and your allies abandon you and your enemies call you out in complete confidence of winning)
