Yeah, I see your point. Still, the intention with the arrows is to use them primarily with non-lethal stuff, like smoke, stun grenades, trackers, maybe something to disable machinery, or even filled with holy water. If he does make any kind of dangerous explosive arrow, there will only be one or two, used primarily in special circumstances. After all, he doesn't believe in killing at random and explosives can be really messy.
