This is what has been bothering me about the game, too. I've lost two countries, Germany and France, to panic and they left the council. And there was absolutely nothing I could do about it. For the entirety of months two and three, I had no missions in Europe whatsoever.
And satellites are both too expensive and too logistically intensive. I put up my third satellite at the end of month 3, at the cost of skimping on interceptor upgrades and squad armor.
