He's shown himself to be very adept at throwing things. He just needs to get to his axe and he'll bisect them.
And like HandofShadows said, fear. You can see they're not thinking straight by their current actions. They're so scared that they're holding fire. That's not logical. Shooting something would be better than, literally, doing
nothing, but they're terrified.
