OK, I have basically thrown out the entire thing I had written, and started again from scratch.

Sebastian Mercer was a former CIA operative with immense experience in the field. Originally recruited in 1919 into the Military Intelligence Division, Mercer was originally tasked with fairly mundane assignments, for a while, eventually becoming a fairly respected field agent. He really became known however in WWII. In 1942 when the Military Intelligence Division was folded into the OSS he was went to Germany, in order to help bring down the Nazis. His assignments were primarily to help train local people to resist against the Nazis, as well as to gather what information he could. In 1944 he was sent on a very important mission. He was to determine the purpose of a large Nazi camp where large numbers of people were being sent, but few were coming out. obviously something was going on, and He was sent to find out what after several agents had already failed. Although difficult he managed to find his way into the camp by disguising himself as a guard, and what he saw there horrified him. He saw people being killed by the thousands, and given the length of time the camp had presumably been operating he was shocked to even think of the death tolls involved. His attempt to leave the camp was more problematic than his entry however, as he happened to pass the camp commander who didn't recognize him, and ordered him seized, as he knew the faces of all the guards. This led to him running through the camp, before shaking his immediate pursuers. He eventually was able to bluff his way past the gate, until someone game running to attempt to determine why the gate was open. This led to a chase through the forest, which later turned to an organized search. Although he was able to evade most of his pursuers he couldn't evade them all however, and was shot when one of the searchers spotted him. Thankfully he was able to kill the guard, and that the guard had missed the signal to return to camp, so no one else heard the shot. It did however hit his leg.

Although he eventually made it back to his supervisors by that time his leg had been infected, and an amputation was required. He would never serve in the field again. He was however given a Distinguished Service Medal for his work in bringing back the information, as well as a purple heart for his wound. He returned home very respected in the OSS, and was given a job that didn't require much movement. He was assigned to manage the operations of several field agents operating in the same area.

His experience in WWII showed him what horrors mankind can do should it have a corrupt government, and thus became very patriotic, as he saw the USA as the world's defense against people such as the Nazis. After Atomic weapons were used he felt that this was even more justified, as who else had the power to protect the world if not the USA?

His next notable achievements were during the Korean war, where he managed a part of the intelligence network that was looking int actives in North Korea. Working from a base in South Korea he directed a fair number of agents, proving to have a talent for it. He was responsible for the portion of the network that discovered that all Russian agents i North Korea had been recalled to Moscow in order to come up with a new strategy.

AFter the war started contact with his agents became harder, and several high ranking managers were caught after trying to use the temporary absence of Russian agents to take a more direct role in managing their portions of the network. Given that they had been captured the remaining people - such as Mercer - were given additional responsibilities. Although he had little direct contact he managed the network from a high level perspective, and arrange for the correct intelligence to be gathered.

After the war ended he heard about the opportunity to head the CIA department that would be present in the Special Logistics Division and jumped at the chance. Here was a large new world to introduce to the wonders of Capitalism and Democracy.

Their end goals are to see Capitalism and Democracy be spread to as much as possible, ensuring that the Russians won't get a hold of them when they get a portal open, as well as ensuring the Americans have a good source of allies. Given that their existence is supposed to be highly classified they ensured that they would be named as if they were a department that doesn't seem like it is sinister, but still has reasons to be somewhat secretive. And if someone sees a bunch of CIA agents hanging around? Well obviously they are just here to get the results of some analysis that was done for them. Work Group Spoiler Eyes and Ears, a scouting group Formed from the US army rangers these men represent some of the best scouts that America could possibly offer, at least on short notice. Although small in number they are used to working alone or in small teams, and are experts at getting in and out without being seen. Currently their objective is to find out as much about the world as possible, without making their presence known. Stats Field craft (FLD) Espionage (ESP) Both of these will be in high quality, and about quantity 2, split into 5 2 man teams.
