Odd-numbered ability score modifiers are generally frowned upon in D20, because half the time they do nothing.
You haven't specified what should be done for pixies who roll a Strength score of 9 or less, or how ability scores should be handled with point buy.
I'd like to suggest a better way of going about this. In any campaign the baseline should be the "common" race (normally humans) and anything different from the norm should be represented by bonuses or penalties. That would mean that the pixie PCs should have +0 modifiers to all of their ability scores, while humans should be Colossal-sized, have a +8 Strength bonus and a -8 Dexterity penalty, and be noted for having dull senses. This means you would stat up animals, like cats, as Huge-sized monsters with multiple Hit Dice, which lets you appropriately scale such challenges to your PCs.
