The water is about to overtake the shining-scaled figure, when translucent wings of force cover him, forcing the water to flow around, leaving him unharmed.

A gravelly voice calls out after the deluge, "You have broken the peace and brought unlicensed enchantments into the city. Stand and be judged, or fall here." A hand of stone reaches up from the ground to grasp at the shapershifter as the kobold continues his descent, coming to hover just above the rubble that was the wall.
