I don't... really... consider either of those to be fanservice. In both cases, the sexual nature of the story or joke is really the point. They're sexual comics.

I generally think of fanservice as gratuitous sexuality, especially in asides that don't contribute anything or the choice of camera angles and shots that literally aren't related to what's going on but are designed to lovingly focus on the breast area.
