Fraid not. Viggo doesn't have Consume Alcohol, so his base starts at 11. Further, the difficulty increases by 10 for every failed test and he's already failed 2 (this being failure 3). You're in auto-fail territory.

Four failures is stinking drunk, so one more drink and Viggo has to roll for that (which is d100, not d10).

Charm roll

Sieghard on the other hand hasn't failed any consume alcohol rolls, so that's still difficulty: impossible. It flat out isn't something he wants to talk about and doesn't want becoming common knowledge. And the more persistent Viggo is about trying to ask, the more guarded Sieghard is going to be about the topic.
