You are restricted to 3 + Cha mod shapes at the 1st level of the PrC, then lose 5 over the course of its progression. By level 10, that's -2 + Cha mod shapes. As long as they have Cha 18 (+4 modifier) or higher, they get at least one shape. And by that point, their Cha should probably be higher than 18.

Do subsequent CHA increases raise the number of shapes, then?
