These pristine waters are the sacred origin of our people and must be preserved. In addition we must request that our missionaries be allowed to open the minds of all the inhabitants on these holy lands of dawn. We would be willing to be the drafting party of this treaty if all signatories agree to these conditions.
We find that this would be highly unadvised from a defensive standpoint, however we understand your concerns. Perhaps some maximum limit can be set for militarized forces in the area in times of peace?

Perhaps a 2/3 majority vote would be in order (note that 3/5 is less than 2/3).

This to prevent one faction from sending us all into war.
Perhaps a clause should be added, as follows:

Proposed "TACTICS" clause: Whosoever attacks (perhaps invades is a better choice of word?) a nation faction that has signed this treaty without provocation (i.e. not in retaliation to military invasion) shall declare war upon all of the factions included in this protection.
Should there be a Continental Defense Force set up, then that would be the only required response by the protected factions.

The Navy moves to Region 65, so it's battleships can cover any ground forces in adjacent regions.

    Missionaries to the Naderites

The United Church has agreed with the Naderites to send missionaries to spread their religion in their territories. As an official church decree all peoples should hold a day of rejoicing in honour of this most joyous occasion. The Prince Bishops immediately begin to make preparations in the Universal Church Lands.

    The Aurora Continent Treaty

The universal church agrees only to TACTICS as a seperate treaty to ensure that even non-members can choose to be at least be part of the continental devision.

Furthermore the TACT treaty should only be ammended by consent of all parties, even if a 2/3 majority means all but one member it is precisely what we don't want. Territorial administration on the Aurora continent should only be changed by the consent of the sovereign power about who'se territory the amendment pertains. Essentially we would not want to give four of the five powers the right to carve up the territories of the fifth member between them.

News: The Telovin Federation uses Clockwork labs

The Paper Journal: Recently the bid for the Clockwork private labs has ended. Previously, an action for the use of the labs in these current years was held. Both the Junk Apes and the Telovin Federation were interested in these labs, which eventually culminated towards the end bid. With the Telovin Federation winning, Gear Tome congrutulates the faction. Lady Wilhemina Tome is pleased to see the Telovin making use of their labs and has ensured the Telovin researchers will have a hospitable stay in the labs.

News: Commission appointed to determine best location of expansion

The Mechus Daily: In earlier news it was mentioned that Clockwork is seeking to expand its borders. They will explore these regions and map them, after which a report will be brought back to Clockwork.

    Eastern Continent Treaty Discussion

Clockwork, like Deep Blue, would like to know why the Naderites are averse to funding an army in their protection.

Towards the Universal Church, we would like to remind that it was the Universal Church who suggested that it be part of the continental treaty in the first place. We would like to remind the Universal Church, because they now only wish to agree to it under a condition, while it is they who proposed it, so the rest is the one agreeing.
Though Clockwork feels that separating TACTICS is fair. Though the name would most likely have to change then, since it refers to the Aurora Continent.

We also feel that the Universal Church does raise an interesting point. If we use a different protection pact, then the Eastern Continent Division Treaty could be used solely for the original purpose. Which means that the Eastern Continent Division Treaty only contains the division of the continent amongst the factions present on it. In this case, we feel that the Universal Church is right in stating that all should agree with any amendments to the Treaty.

(OOC: I agree that we should not move to another forum. Mainly because part of the purpose of this thread is to be cluttered by such actions/public discussions.)

    The Universal Church

Universal Church diplomats take out the transcripts of the meeting and share them with their Clockwork counterparts, stating that they must have missunderstood what the church was. The word FURTHER clearly indicating they were talking on a new treaty, albeit initially open to the same members.

All members shall commit 1 unit per fiscal period to the pact's Continental Army or Continental Fleet for these purposes.

    Khor-Skraal Navy Moves South

A large naval division from Khor-Skraal, consisting of 2 Battleships, 1 Frigatte, 1 Carrier, 2 Close Air Support units, 1 bomber and 6 transports moves into region 60, and then into region 64. They appear to be heading South-East. Upon reaching region 64, the transports land in region 54, and the fleet seems to take up a defensive posture for about a month.

The visible forces in region 54 are 1 tank, 1 artillery and 1 infantry.

A faction of Al'Asai on the Western continent (Longvin's regions) had been unexplainably quiet recently, and an expedition sent south from the Khor-Skraal recently found out why; the Al'Asai civilization seems to have collapsed, and they wander around aimlessly, attacking anything other than themselves they see. They appear to be at least moderately intelligent, and use all their modern weapons, though they do not appear to do much in the way of industry or agriculture. The expedition barely escaped (after taking heavy casualties), and no efforts to contact the Al'Asai have succeeded.

    Eastern Continent Division Treaty Discussion

Alright, to summarise. For the division of the Eastern Continent we have an agreed upon division of the land (see post #7). The factions on the Continent have agreed upon this division and are willing to sign. The treaty will include that the Sea of Tranquility (region 66) is recognised as a demilitarised protectorate zone under the administration of the Universal Church Government. Exceptions are the coastal waters that are in Naderite regions and emergency cases. Amendments will be made by the consent of all the member factions.
Deep Blue and the Universal Church have volunteered to draft the treaty. Since the factions seem to agree about the Eastern Continent Division Treaty, the treaty can be drafted. Could either Deep Blue or the Universal Church do this in this fiscal period then? You can discuss between yourselves who does the actual drafting.

A pact for protection (TACTICS) will be separate and not limited to the Eastern Continent and this is still being discussed. Would the Universal Church be willing to put up a draft which may be commented upon by potential members?

    Clockwork

    News: Colonisation! Tower being developed!

The Paper Journal: A few months ago a commission was set on the mission to explore the regions Clockwork is entitled to, as per the Division Treaty still being drafted. While area's close to the eastern coast were found resourceful, the commission followed a particular lead towards the southwest. With their recommendation, money is being invested to develop the region to the south, bordering the Deep Blue (area 29). Already, the first plans are being set in motion. Resources will be extracted and towns set up to accommodate. The new region will be called "Tower".
With the new region being developed and with the report of the commission, economic advisor's predict that in a few years the first investments will be made in the regions between the current regions and the new region of Tower. Predictions are that within ten years, the region set towards Clockwork by the Treaty will be colonised.
The government has issued a statement towards Deep Blue that they hope their soon-to-be shared borders will improve the foreign relation and trading.

    Colonisation: Colonising Region 29.

Rumour: Will a new religion be introduced in Clockwork?

The Grind: News has leaked out from unanimous government sources that the government is looking into the religion of the Universal Church. They seem willing to accept the religion the Universal Church represents. Some even claim that the Universal Church has already made an offer and that Clockwork has accepted. Others state that it was Clockwork seeking out the Universal Church for convertion. Will Clockwork convert? Buy The Grind next week to find out more!

Two new colonies (40 and 41) were announced today outside the Naderite capital in the Terrestrial Hexamon.

"In the spirit of unity, the new colonies will be named Korzenowski and Geshel. We expect these two new colonies will go to be great precincts for the Infinite Hexamon, and we hope to ensure the prosperity of future colonies on Xanadu."

    Government investment in infrastructure!

"In what's being called 'Naderian economic theory,' government expenditure in infrastructure is shown to increase the overall health and strength of the economy. As a result, a massive government project is being undertaken to increase the development of our two primary cities."

(Start increasing the development level of Terrestrial Hexamon to level 3, representing a $60T expense.)

"We will happily aid in the defense of our continental allies, but we are uncomfortable equipping an army we do not control directly. Wartime decisions cannot be made by committee. If we were given complete executive authority over these troops, perhaps we would consider it. However, the unlikelihood of this arrangement precludes us from entering into such a bargain."

Deep Blue Eastern Continent Division Treaty
We would like to propose the following treaty:

    1. In this agreement between the factions of the Eastern Continent, namely Deep Blue, Clockwork, The Universal Church, Zensunni, and Naderia, shall divide the regions of said continent as follows:
      • Deep Blue shall receive the regions 33, 36, and 37, including their currently settled regions Kasparov and Topalov.
      • Clockwork shall receive the regions 29, 30, and 35, including their currently settled regions Clock and Watch.
      • The Universal Church shall receive the regions 38, 39, and 45, including their currently settled regions of The Coast of Dawns and the Sunrise Islands.
      • Zensunni shall receive the regions 31, 32, and 34, including their currently settled regions Chakobsa and Caladan.
      • Naderia shall receive the regions 40, 41, and 43, including their currently settled regions Terrestrial Hexamon and The Good Man.
    2. A map shall be made to reflect this agreement. Each nation shall choose a color which they would like to be represented on this map with.
    3. Region 66, henceforth known as the Sea of Tranquility, shall become a demilitarized protectorate zone under the control of the Universal Church with the exception of Naderian coastal zones and during times of war.
    4. Should any member of the treaty attack or establish military control over another member's lands without their consent, they shall be excluded from the treaty.
    5. Should any member of the treaty be attacked by military means without first provoking the attacker, the other members of this treaty are obligated to defend them.
    6. Amendments may be made to this treaty with the consent of at least two-thirds of the members. Additionally, if the affected party(ies) is a member of the treaty, they must also give their consent.
    7. Members of this treaty may engage in unrestricted economic trade with each other at any time, at any ratio agreed to by them.
    8. A new member may be admitted into the treaty with the consent of at least two-thirds of current members.

When you sign the treaty, please clearly state so and clearly state the color you wish to represent you on the map.

In order to ensure the success of this treaty's drafting, each faction on the Eastern continent should donate $3.000 Trillion to Deep Blue, assuming that their budget allows it. This money shall be used only to enact this treaty. ((OOC: That should be $15 T overall, enough for a +3 boost. With my +1 Capitol level, that is enough for me to succeed on a roll of 1. Universal Church

The Universal Church will indeed be co-operating on research with the Junk Apes.

    RELIGIOUS EXPANSION
The Universal Church will be trading for 26 T with the Naderites and ASKS them to confirm both this and the missionaries presence.

Missionaries are likewise send to the existing regions of Clockwork and the Junk Apes.

    TREATY

The Universal Church would like to ask Deep Blue to ensure Eastern Continent Division Treaty includes that the Sea of Tranquility clause will be as follows, as it was agreed up before, before we can sign the treaty:

"Region 66, henceforth known as the Sea of Tranquility, shall be recognised as a demilitarised protectorate zone under the administration of the Universal Church Government, with the exception of Naderian coastal zones and during times of war."

And include a further, unamendable, clause:

"The scope of this treaty covers only regions upon the Eastern Continent, otherwise known as Aurora, this clause cannot be ammended without full consent of all members."

Essentially we don't want to get drawn into wars or obligations outside the region...

    Spending
    Spoiler
    Show
    Total Budget: 99 T

    Military EXPENSES
    6.5 T

Colonize Region and/or Draft Treaty (actions not yet taken, just budgetary reservations)
    5 T for additional +1 bonus(so with 1d6 +2 (capitol) +1 = automatic succes if unopposed) + 20 T for development level

Increasing Sunrise Island Development Level by +1 turn 1/2
40 T (any emergency spending on actions will be done from this pool and any unused spending fueled into this)...spending 1/3 now...2/3 next turn

Build Military Units (the new things being build for novelty)
    12.5 T
    Battleship in the Sunrise Islands
1 and a half Artillery in the Coast of Dawn

    Research Physics
10 T = 11 RP + 5 RP (from cooperation with Junk Apes) means an aplication/breaktrough and 6 towards the next.

COLONISATION Spending 5T extra and taking 1 capitol action for 1d6+3 > 4 (automatic succes if unopposed)

Universal Church is Colonizing the Western Coast of Tranquility (region 45)

(EDITED SPENDING AS PER MALDIEMS SUGGESTION)

    Telovin Federation

    Trading initiated with the Operative.

Today the President and representatives from the Operative signed the treaty drafted by Clockwork. This will make it possible for our two nations to initiate trade, and this will most likely bring us all greater wealth.

    Improvement of Byakko.

The government has finally decided to start improving the capital of our nation. The hope is that this will bring greater comfort to the public, as well as to increase the income of the region. Because of this massive investation, taxes will be higher for at least a few years.

    Actions:

As far as we are aware, this treaty would not affect any regions outside of our continent. Because of clause 5's wording, we are merely required to defend a member of the treaty. Would you like us to retract the member addition clause (8)?
