Teleportation Circle Rarely Taken! PEACH
These circles are a series of gates used in conjunction with scrying to give a huge advantage in battle. The idea is that if you have enough soldiers with high enough level you can move quickly to separate and attack smaller numbers of you foe in a given area.
Does this work? Is it too mean?
This circle teleports without error to another circle in the system but demands a price of every traveler. Each body teleported takes 1d20 damage from the journey. Further they must make a saving throw or the damage cannot be healed by magic means. (I'm not sure what save yet)
So if you're a bunch of low level canon fodder you will likely be killed by the journey but if you have a few levels you might survive to take magic potions, or whatever, and go into combat.

Damage is easily arranged with the standard spell by building bonfires on top of the target areas. Note that teleportation circle is normally one way.
