OK for the sake of time, we'll assume nobody does anything stupid to get caught.

The good guys arrive at the mansion and after Fifth is rung, several minutes later your quarry emerges. While you were only given a brief description, it is obviously him, since he is carrying a large, leather-bound book. Also, he is accompanied by a pair of Imperial Army soldiers, wearing studded leather armor, and equipped with crossbows, short swords, and buckler shields.

He travels North along one of the secondary roads, to the Elenian Way. He follows this road West and crosses the river on the North bridge, before heading South on another secondary road, arriving at his house, where he is greeted by a butler.

The house is part of the apartment block complexes built here after the Empire took over and demolished the old slums. Basically it is a series of houses that are connected, usually 5 to 10 across and 2 deep.

Think townhouses that only face out - no backyards, as they back into the row of townhouses on the next street over

Each unit has a door with two windows on each side. There is a second floor, again with two windows. You can't see into any of the windows. This house has two more Imperial Army soldiers relaxing out front. They come to some semblance of attention until your quarry is inside, then return to lounging.

The two soldiers you have been following go next door and enter, where they are greeted by someone in uniform inside.

Gareth, Devan, Nemal, roll spot checks please.

Gareth, you notice the rank insignia on the officer's uniform. He is a Lieutenant. You know he will have command of twenty soldiers, with a pair of corporals and a sergeant, assuming he is the ranking officer in charge of the detachment. (You are nobility so I'm not going to bother with a knowledge check to know this basic military stuff). The house seems like it would be a stretch to hold that many people.

It's starting to get a little dark, and you notice Fitz walking up the street.

Gareth takes a mental note of the information gathered, and quietly works it into whatever small talk he, Nemal, and Devan are getting up to while keeping an eye on things, explaining the basics of the power structure as necessary, to the best of his knowledge. Remembering the tight squeezes in some barracks, he can't help but wonder whether it does, in fact, hold the full twenty people, or - probably more likely - if some of them are out on patrol.

When Fitz approaches, Gareth steps forward to meet him, nodding his greeting. "Careful.", he warns, quietly enough to not be overheard, "We could be looking at near to twenty guards, including a Lieutenant, a Sergeant, and two Corporals among them in that house beside the Governor's. Try not to draw any more attention to yourself than you absolutely need to."

If Fitz is currently dressed up as a homeless person, then the above is done with Gareth standing tall, with the air of nobility talking down to someone of lower status, to throw off any suspicion that might be otherwise drawn to them.

There is one door, with a window on either side. The house is about 20' wide. The upper level has three windows, lined up with the windows and door of the lower level. The front door has a small awning above it, with two steps leading up to the door which is slightly above ground level. It is a "middle" unit (the fourth of ten actually) so all you can see of the place is the front, which is the only wall not shared with another unit.

Some light comes out of two of the upstairs windows (the left and center ones), but none at all from ground level. No light comes from the house nextdoor with the soldiers, however every three hours (when a new Time is rung) the two soldiers guarding the front steps are relieved by two new soldiers from inside, and light comes out of the door when this is done.

All of the other 18 units in the complex, front and back, seem to be occupied. The only difference of the end units is having a second door and a few extra windows on their extra exterior wall.

That should cover any of the basics... anything in particular you would like to check out?

Fitz sits on a bench out in front of the building and wraps himself more tightly in his rags to protect against the increasingly chilly air. He is sipping a drink in a paper bag through a reed. He is also keeping an eye on what happens out in front of the house while Garret investigates the doors.

    Garrett

Once nobody is in sight, the slender thief moves forward slowly onto the porch, then bends down and studies the lock on the front door. After examining it for some time to assess its complexity, he stands back and critically studies the wall, particularly the second story windows. A plan begins to formulate in his head as he shuffles through options.

    Right, then...

    Garrett

Garrett spends some time watching the house, observing the guard routines. If this house is this heavily guarded, no way this guy is just a minor accountant clerk. Something's going on here, something bigger than we were told...

Quietly, he shuffles through plans in his mind. Obviously, the front is too well-guarded to just walk right up and pick the lock. Throwing a flash might work as a distraction....and if I was working on my own, I'd probably do just that. Unfortunately, I've got to drag others along with me, certainly at least Fitz. That means I need to make it possible for him to just walk in without any chance at being observed. Stealth is only needed when there's the possibility of observation.

Therefore, I need to eliminate that possibility. The observers in question are certainly these guards, as well as anyone else inside the house. Is there any way I can clear out the entire building? No. The only way that comes to mind would be evacuating from a fire, which would consume the very documents I'm here to copy.

He sighs and thinks some more. All right. First things first, we need to get inside. Clearly, the front route won't work. Second story, on the other hand...

He glances up at the houses around them. Perhaps we could go across the roof? Throw a grapple across the street and go over the guards' heads? Maybe....it's very risky, though, and if Fitz falls, everything's blown.

Hmm. What about the houses next door? One of them seems to house all the guards, but we don't know anything about the house on the other side. However, it's possible that that has guards, too.

Front, sides, roof...all too risky. Behind? What do we know about the layout of the city? What is this building behind? Not sure. Have to find that out.

Underneath? No, we can't dig much.

    Hmmmm...
    He continues pondering.

First, sorry I thought you had said "when everyone else was out of sight" my bad.

Anyway, the houses are two rows of townhouses back to back. I'll draw something better when I get home from work, but it's like this:

    Code:
    +-+-+-+-+-+-+-+-+-+-+
    | | | | | | | | | | |
    +-+-+-+-+-+-+-+-+-+-+
    | | | | |X|G| | | | |
    +-+-+-+-+-+-+-+-+-+-+
X is the guy's house and G is the house with the guards.

The whole neighbourhood is a whole pile of very similar buildings. The front/back streets are fairly wide (80' or more) and the side streets are about 20' across

Stalking off down the streets, Garrett slips into the twilight shadows and quietly scales the side of the building block. With a faint grunt, he heaves himself up over the edge of the gutter, and then stealthily makes his way over the rooftops until he comes to where he judges their target's house to be.
