They, and the High Court of the Fae below them, have access to the highest level of Contracts. Below them is the Court of the Fae, which is pretty much everyone else, from minor nobility down to battlefield goblin grunts.

From weakest to strongest, the grades of Contract are:

Minor: Basic control/manipulation of the aspect of reality. Control intensity of natural fires, for e.g.
Adequate: Combat-useful control.
Average: Control and power on a par with a shikai from a user of equivalent reiatsu.
Major: Significant control, summon aspect from nothing.
Supreme: Nigh omnipotence regarding the aspect, push an aspect beyond what the laws of the universe would impose on it (e.g. cold attacks colder than absolute zero).

There is a vast network of dungeons beneath the central palace, mainly prisons.

The royal palace itself is humongously huge, and the privaron exequitas could very well have their spot in there. Or maybe use the rooms in the outer walls of Las Noches for themselves. Currently only the privaron espada reside there.
