There is no mechanical difference between most holy symbols. The few alternates I can think of are either magic items(and therefore not able to be a Phylactary) or Good-only(and not able to be used by Redcloak, High Priest of the Dark One, Smiter of Paladins, Summoner of Undead, Stomper of Puppies, and Cliffport Poker Champion 3 years running). His backup may well be more effectve than his main one, just, you know, not a Phylactary.

it could be a matter of hiding it in plain sight, as most holy (or unholy) magic users have one somewhere on their person.

They were trapped underground, not exactly ideal for choosing a relic withing which to trust your very existance. And Redcloak used his Holy Symbol because he wanted a way to manipulate Xykon if he ever got out of hand. Admittedly that failed because Zykon doesn't get intimidated too easily, but the plan was sound.

At the time of creation, they didn't have many options as for what to use for Xykon's phylactery, but that has no bearing on where they keep the thing. We know Redcloak has more than one holy symbol so theres no reason he has to use the one that doubles as the phylactery.

Now... Redcloak may be keeping it on him as insurance against Xykon, thats an understandable motivation. However, it is the stupidest possible place to keep it. What is the biggest advantage a lich has over any other type of intelligent, free-willed undead? If you asked me, I'd say its the fact that unless you destroy his phylactery, the lich can never die. If you keep the phylactery in the same place as the lich, then hes pretty screwed if he ends up fighting an opponent strong enough to defeat him. If you keep the phylactery in any other safe place, the lich's body might be destroyed, but he'll grow a new one.

Look at what happened when they fought Soon... they only got away because of Miko's timely interruption. Had she not done that, Xykon would've been finished off. However, if Xykon's phylactery was elsewhere (and Miko didn't destroy the gate), Soon would've destroyed Xykon's body and probably killed Redcloak (too much speculation here about whether Redcloak would've tried to escape after Xykon went down and if Soon would've been able to leave the throne room to chase him down to be certain), but it would've only been a setback. Xykon would've regenerated and could either have Redcloak raised, find a replacement, or go on without him.

That looks like a real pain to draw, just to get the contrast of the sun in with the details.
