I think you missed the "can" in that sentence.

Just because they're capable of mating with anyone doesn't mean it happens a lot in Murphy's Law.

So we've got hyperintelligent, hyperkinetic squirrel-on-crack wizard girl, and her cheerfully destructive sorcerer-archer brother...along with some moderately sane grandparents (although they were crazy enough to brew that potion.)

Can we deduce the personalities of the intermediate generation?

My guess is that the kind-of-sane grandparents raised a kind-of-sane daughter, probably a wizard rather than a sorcerer, in part because I bet she's the creator of the magic items that Serrin schleps to the grandparents' shop for sale. So who does this kind-of-normal elven wizard marry?

From all evidence, it was an unapologetically wacky human sorcerer, the source of Luic's innate magic and both his and Serrin's eccentricity. Who by now is old for a human...so we've got a wacky grey-haired Elan's-Dad-but-not-evil type, his smart, kinda-sane-but-not-too-sane-to-marry-the-crazy-guy wife, mixed with all the lunatics we've already met...

Coffee, you sure we can't see the next comic till Tuesday? It's gonna be hard to wait that long!

That's only possible if the two elven grandparents we've seen are from different sides of the family.

Which could happen:

Elf A and Human B have half-elven kid, X.
Elf C and Human D have half-elven kid, Y.

X and Y get married, have Serrin and Luic.

B and D die (human lifetimes being short) or otherwise are absent.

A and C meet, go into business together, possibly marry. We meet them in the comic, and know them as "Grandparent" and "Other Grandparent".

I doubt that's what happened, but technically, yeah, Serrin's parents could both be half-elves.

Let's just say that i happen to agree with Matt on his dislike of elves, though while he dislikes them out of jealousy, i dislike them because of how arrogant and sure of their own superiority most of them are.
The whole part where they seem to think that anything they do to someone else is justified no matter what but if someone does the same thing to them it's a horrible crime that must be punished also helps.
