I have a concept for a Merfolk Sorcerer. Hundreds of years ago, an Oceanus dragon (NG, blue-white, aquatic, lightning aspected, guardians of the celestial river that links the upper planes) got sent to the material plane accidentally and decided to stay to be the guardian of a merfolk tribe. Now they have a cool NG underwater city and a staggeringly large number of Sorcerers. My character is one of them, but with extra wanderlust and heroism.

I had been thinking in 3.5 terms, but I like the way Pathfinder handles Sorcerer bloodlines. Also, Pathfinder Merfolk are identical to the 3.5 version...

...but with no level adjustment, which is appealing.

I'm looking for help making this character heroic and flashy, preferably with a certain amount of blasting (dragon bloodline Sorcerers get a bonus to damage when using spells of the right energy type, in this case lightning). Ideally I'd like to make him fun and playable at all levels, although obviously overground adventuring would be difficult before a certain point.
